Stephen Maher interviews Del Mastro on his elections violations

Fifteen months ago, Stephen Harper's Parliamentary Secretary and robocalls pointman Dean Del Mastro made an unscheduled surprise visit to CBC's Power and Politics panel to defend himself against a breaking McMaher story that he was being investigated by Elections Canada for allegedly incurring costs that breached the spending limit for his 2008 election campaign. EC laid charges against him yesterday.

Stephen Maher was on that June 2012 panel and this is a rare opportunity to hear DM using his indoor voice.
Excerpted from above : 

Maher: If you look at the campaign statements, the expence statements, there's a record of $1500 going to this company Holinshed but not a record of $21,000 and I don't know if you've had a chance yet to look back and see what that $21,000 was for.

Del Mastro : They undertook a small amount of work during the campaign, during the actual campaign writ, that's reflected in that campaign expenditure. They did also undertake some work at various times both for, well, for my [riding]association, so they would be on separate statements. As you know, expenditures incurred during a writ period are reflected in the election return, and campaign, er, expenses that are incurred outside of a writ period for an association are reflected on the association's files.

Campaign expenses outside of the writ? 

Jennifer Ditchburn : "Was there a total amount of $21,000 that was paid to this particular company over a period of time?

DDM : There was a relationship for services that had been completed by this company for various services that they had done, both for my MP office - at one point I had a very small contract with them for that for the association which is not me, this is the Conservative association - and a small contract that was undertaken for my 2008 campaign.  Those were paid. There is no question as to whether or not they were paid - in fact Mr Hall [Holinshed] indicated that in his filing on a separate matter.

JD : So you're saying that the financial records will ultimately reveal that although you paid out of your pocket, all of that $21,000 was paid back to you at certain points. [clever girl.]

DM : I've always been reimbursed, whether it's by the campaign or by the association for any expenditures I've incurred.

What DM is pushing here is that the $21,000 cheque covers both work done during and outside the writ period for both himself and the riding association, so he's not actually gone over the election spending limit.

However from the McMaher story the same day :

After the election, Hall [of Holinshed] claimed, Del Mastro asked him to do $1,500 of additional work using some of the election data and to backdate the invoice to the election period.
Hall later checked Elections Canada filings and found that the Del Mastro campaign had declared only the $1,500 payment for the extra Holinshed work — a payment Hall said he never received — and not the $21,000 of work he performed during the election.

And as Stephen Maher pointed out on CTV's PowerPlay yesterday : 

 "One of the key documents is a piece of paper which purports to be paperwork from Holinshed to Del Mastro saying 'oh we've received this payment and returned it to you' - which appears to bear the signature not of someone from Holinshed but of someone from Mr. Del Mastro's campaign.  This is what the investigator called a false document and this is what makes it serious." 

A look at the GeoVote and GOTV work Frank Hall at Holinshed possibly did for Del Mastro in 2008 here. 
GeoVote was an interactive voter-tracking system like the Cons CIMS, pinpointing how voters voted in each house in a riding on a map. Despite receiving a six-figure Economic Action Plan grant to develop the project in 2009/10, Holinshed disappeared in 2011.

Three months before his 2012 Power and Politics appearance, Del Mastro stood 16 times over two days in the House of Commons to read the same identical talking points off a script about election fraud allegations against the Cons being "baseless smears". 
The sad thing is he had to read them off the script every single time, only allowing himself very minor variations :

$3.1-billion : Now is the time to commit accounting

Auditor General Michael Ferguson on As It Happens yesterday :

"... or maybe in fact it was spent on things other than the public, uh, the anti-terrorism-type initiatives. Now there was also the ability for government, for departments, to get approval to re-allocate some of the funding so that could have been part of the story as well."

So $3.1-billion, nearly 25% of the Public Security and Anti-Terrorism Initiative, was perhaps re-allocated and spent on "things other than the anti-terrorism initiative" it was budgeted for.  Then in 2010, the Treasury Board stopped tracking it altogether.

Awesome.

Fun fact : The day before 9/11, Defense Secretary Donald Rumsfeld held a presser to "declare war on the Pentagon bureaucracy", citing that the Pentagon's own auditors couldn't account for 25% of their spending either.

But this is Canada so instead we have an auditor general who says : "We didn’t find anything that gave us cause for concern that money was used in any way it should not have been."

Penashue's Extortion Action Plan

Former Minister of Intergovernmental Affairs Peter Penashue ran for office in 2011 under the campaign slogan "Peter for All". Winning that election by just 79 votes, he resigned his Labrador seat last month over an ongoing Elections Canada investigation that found his campaign overspent and accepted illegal donations. 

So it was a bit of a surprise when he was back on the campaign trail last week bragging to his constituents that he held up a Newfoundland project for six months in order to get $85-million in funding for a highway for Labrador. 
Intergovernmental Affairs Minister for All indeed. 

He also claimed that when re-elected and re-installed as a Con cabinet minister, he would be instrumental in boosting pork to the Canadian Forces Base in his riding.

Tony Gazebo won his Parry Sound-Muskoka riding in 2006 by a mere 28 votes.
In 2008, following election endorsements from local mayors on his G8 slush fund tailgate committee which he used to misdirect $50-million in public funds intended for border infrastructure to gazebos and flower pots in his riding, he increased that vote margin to almost 11,000.  A pretty good deal at $2,290 per vote. 
Now he's President of the Treasury Board.

So however laughable it may seem to us at the moment, there's still a glimmer of hope for Penashue and his Economic Extortion Action Plan buy-election.

Back to original January post .... Dean Del Mastro and his $21,000 personal cheque to Frank Hall at Holinshed Research Group for voter ID/GOTV services are back in the news tonight as McMaher reports the RCMP are investigating Steve's hapless parliamentary secretary/RoboCon pointman for his various 2008 election campaign financing irregularities and their apparent ham-fisted cover-up.

The  details   were   extensively   covered   back   in   June, including Holinshed's lapsed Feb 2 2010 lawsuit against Del Mastro for non-payment of use of their CIMS-like interactive voter-tracking system called GeoVote, and the six figure Canada Economic Action Plan cheque Holinshed received to develop GeoVote in 2009/10 ... before Holinshed dropped off the map themselves in 2011.


I haven't seen the vid up top of Frank Hall explaining the GeoVote system in 2008 posted anywhere else before so here ya go. In this demonstration, Mr Hall pinpoints locations of how people voted in the Don Valley West riding :

"What we've done is put a face on it and a geographic location on it and a contact that becomes personal or personable all of a sudden because you can take that data and use it - it puts a name and a face and a geographic location on something and that's powerful."

Steve's G8 Slush Fund

When the G8 leaders stayed for one night at the Deerhurst Resort as part of the G8/G20 $1.2-billion bunfest, their one-night stay probably didn't afford them the opportunity to fully appreciate all the benefits of the G8 Legacy Infrastructure Slush Fund spent in Industry Minister Tony Clement's riding.

"32 projects that received funding, many of which appear to have no connection to the needs of the G8 summit, chosen by Industry Minister Tony Clement, the mayor of Hunstville, and the general manager of Deerhurst Resort"

And "reducing congestion" at the border by putting up gazebos 50k away is a neat trick

The (Jan. 13th) draft report says that in November 2009, the government tabled supplementary spending estimates which requested $83 million for a Border Infrastructure Fund aimed at reducing congestion at border crossings. But the government did not reveal that it intended to devote $50 million of that money to a G8 legacy fund, even though Huntsville is nowhere near the Canada-U.S. border.

Also ... Auditor general Sheila Fraser is not pleased the Cons misquoted her about the G8 slush fund the day Parliament dissolved last month. Their dissenting opinion to the committee report to the House read :

All witnesses brought forwarded testimony demonstrating strong endorsement of the government's unprecedented transparency to summit costs. [lols]

The Auditor General, Sheila Fraser commented in this regard the following: "We found that the processes and controls around that were very good, and that the monies were spent as they were intended to be spent."

Well actually :

Fraser said the quote had nothing to do with the summits. Instead, the Conservatives falsely recycled an old comment she made on security spending by a previous Liberal government after the 9/11 terrorist attacks a decade ago. (emphasis mine)

Ouch.

Oh well, at least we still have all those nice Economic Action Plan signs.

Tuesday Update : More shenanigans. It would seem the dissenting Con report from the committee hearings into the G8/20 bunfest expenses that misquoted AG Sheila Fraser also managed to misquote Parliamentary Budget Officer Kevin Page as well :

"The document suggests Mr. Page gave security costs for the summits a passing grade after they were held, when in fact the quotation the Conservatives attribute to him was plucked from a report on government estimates he prepared before the meetings."

Yeah. Steve the Economist wants this election to be all about the economy and the Cons' supposed record for solid fiscal management. Yet their best rebuttal to a committee report critical of that record at the G8/20 is to appropriate a ten year old positive assessment that was actually about the Libs and a quote the PBO issued before the summits even began. .

Now far be it from me to suggest peeps go out there and deface public property like this. That would be wrong. Especially if you were to use 1/8" ply, a portable drill, and grind down the heads on the screws. But these are your signs - you paid for them - and charming as they are, they do appear to be a tad thin on content.

Much whining out there in the Con press about the cost of unnecessary elections. For the same cost as the entirely unnecessary G20 bunfest, we could have had three elections already, two of which would have already happened had Steve not shuttered Parliament to avoid answering to it.
