Harper's Perps with Perks #10

Welcome Dimitri Soudas, Steve's one time comm. director, campaign tactician, faithful dog since their Reform days, and as of yesterday, Steve's former executive director of the Con Party of Canada after only four months on the job for using his exec position and the Cons CIMS database to try to shoehorn his fiancée Con MP Eve Adams onto an unwilling riding association. Then when the 10-year Con regional director Wally Butts objected to Eve-meddling, Soudas fired him.

Ironically, Soudas had to be shoehorned into the Con Party exec job himself by Steve, "over the protests of cabinet ministers and national council members." 

Seems like only yesterday that Soudas was hiding out for days from HoC bailiffs looking to serve him with a summons to appear before the Ethics Committee regarding allegations of "systematic political interference". Sadly, his eventual appearance before that committee in 2010 was aborted by a fire alarm going off just as he was scheduled to appear.

This time there was no fire alarm. It all happened so quickly on Sunday there wasn't even time for Pierre Poilievre to go on national tv to explain to us that Soudas was actually a hero for saving taxpayer money by personally running Eve's campaign out of the CPC exec director's office ... or something ... like he did after Nigel Wright's firing/departure.

Now it's true that unlike other Perps, Soudas hasn't been accused or convicted of bribing anyone or defrauding the government of millions of dollars or covering up election fraud or fiddling Senate audits or campaign expenses, but we can't have party honchos foisting girlfriends on unwilling local riding associations and firing people who object. 

On Saturday Soudas' twitter feed featured a picture :  "A Soviet spy laughs at his executioner in Finland, 1942."    Hmm ...  He'll be back inside the ever diminishing cadre of Steve's personal firewall soon enough I'll bet.

The Star leaks and the Fair Elections Act

Last week, the Star published a half dozen articles based on secret memos and a 70-page slide show about the Cons' 2015 election war room strategies anonymously leaked to them, as presented to the Conservative National Council above by Harper's former dcomm and now executive director of the CPC, Dimitri Soudas :

"Everything we do is part of the strategy to ensure we win in 2015 with another majority government"

The campaign is slated to start this spring. 

"Everything" includes a "drive, disrupt, disunity" campaign targeting Justin Trudeau from within the upcoming Liberal convention, led by :

"Soudas, Industry Minister James Moore (or Heritage Minister Shelly Glover as backup), former PMO chief of staff Guy Giorno, and a “yet-to-be-determined” Conservative who will be blogging for Macleans magazine";

leveraging Laureen into the public eye; and data-scraping comments under articles, Twitter and Facebook for possible supporters to add to their CIMS/CVote database. 

Blurring the lines between the public service and the Con Party on our dime has been a Con specialty.

Prior to the last election one of Jason Kenney's staffers was forced to resign after sending out a Con fundraising letter to target "very ethnic" ridings on Immigration Ministry letterhead but was then rehired back and given a promotion in the same ministry three months later.

A year ago, Michael Sona, Con volunteer in the 2011 election fraud riding of Guelph who afterwards became a staffer to Dimitri Soudas' wife, MP Eve Adams, tweeted about Hill staffers building the CIMS :

That would be gov staffers in the public service working on the Hill adding info about Canadians to a partisan Con Party election campaign database.

And in the same month Blogging Tory founder Stephen Taylor bragged to his Enbridge and TransCanada-sponsored "Big Data" audience at the Manning Centre for Building Democracy about the Conservative Caucus Research Bureau using taxpayer dollars to micro-target voters in 2008 :

"[The party] sent out, I think, probably a hundred million pieces of mail. Paid for by the taxpayer, I should say. They were each barcoded, and they were each very issue-specific. Most people would sort of ignore it or say 'this is garbage.' But the few people who would actually send it back and say 'Hell yeah, that's what I'm all about' -- you would be able to put them in a database."

The School of Practical Politics at the Manning Centre "will be training thousands of volunteers online and at the school's new campus in Calgary from now until the next election".

The newly leaked docs from the Star on data-mining Facebook :

"The slide show points to radio station CFRA’s Lowell Green, whom it identifies as an “Ottawa based conservative leaning talk show host.” It says a “recent Facebook posting—non-issue” received 55 Facebook “likes.” The document says the party was able to “positively identify 38 constituents (70 per cent ID rate).” Of those 38, it said five “are current members/ donors."

Using a simple Facebook application to ask “Have you voted yet?”:

If a voter clicks yes, “I voted,” the party would then place a badge in their friends’ news feeds saying “I Have Voted, Have you?”

Notably, under the Fair Elections Act the Cons are in such a rush to bash through Parliament, there is no mention of such data scoping, while targeting and contacting "current members/donors" like those mentioned above will no longer count as an election campaign expense after the writ is dropped. 

And with the Elections Canada's investigatory function now relocated to the Office of the Director of Public Prosecutions under Peter MacKay, we'll likely never get to hear about our tax dollars hard at work re-electing another Con majority.

Two weeks prior to Soudas showboating about "staring down Russian bombers", Russia and NORAD were wrapping up a 3-day joint exercise that had been three years in the planning.

NORAD F-22s and an E-3 Sentry Airborne Warning and Control aircraft scrambled in response and followed the track of interest across the Pacific and handing it off to Russian Federation fighters as it approached Russian territory. CP, yesterday : "A new Wikileaks cable suggests the U.S. government views Stephen Harper's talk about Canadian Arctic sovereignty as little more than empty chest-thumping designed to win votes.

A January 2010 cable says Harper cautioned NATO chief Anders Fogh Rasmussen that the alliance has no role in the Arctic because "Canada has a good working relationship with Russia with respect to the Arctic" and a NATO presence "could backfire by exacerbating tensions."

40 - 40 - 20 revisited

Con MP and anti-abortion crusader Brad Trost, who lists being a member of the cross-party Pro-Life Caucus as one of his duties as an MP on his website, addressed the Saskatchewan Pro-Life Association’s annual convention on Saturday and thanked its members for their help in killing off federal funding for Planned Parenthood.

“Let me just tell you, and I cannot tell you specifically how we used it, but those petitions were very, very useful and they were part of what we used to defund Planned Parenthood because it has been absolute disgrace that that organization and several others like it have been receiving one penny of Canadian taxpayers dollars."

Planned Parenthood has been waiting over a year to find out whether the Con's official program defunder, Bev Oda, would renew PP's decades old funding and now Trost has let the cat out of the bag.
Harper spokesy Dimitri Soudas hastily convened a 1am presser to distance Harper from Trost, blowing Trost off as a mere uninformed "backbencher", but as Cathie points out : Trost has been right before.
 
Soudas :

Asked repeatedly whether allowing access to abortion was part of the government’s funding criteria, Soudas replied: “No, it does not.”
He also repeated the Harper government’s often stated position that it would not re-open the debate on abortion."

Well of course with Harper seeking a majority, he doesn't want to reopen the debate but he doesn't need to, does he? Defunding it, with the repeated help of the Blue Dog Libs, is working just fine as an alternative.

A year ago the Libs tried to smoke out the Cons on contraception and abortion by introducing a Liberal motion in the House to include a broader range of family planning programs in a maternal health initiative for developing countries. It was defeated 144-138 when four Libs voted against it, two abstained, and 12 missed the vote altogether.

So it's a bit much that it's the Liberal party who broke the news about Trost's shenanigans at the annual Pro-Life bunfest, just because the Liberals having 25% 17% anti-abortion MPs is better than the Cons 69%  66%
Let's have another look at the 40 - 40 - 20 support for pro-choice in our current government.

while Sixth Estate has a 2009  list of suspected Pro-life Caucus members, based on their voting records and public statements. Suspected. Because membership in the Pro-Life Caucus is a government secret.

At least they're more upfront about it in the US, where bills to defund Planned Parenthood are currently pending in Wisconsin, New Hampshire, Minnesota, Indiana, North Carolina, and the District of Columbia.

Good news is :  that 40 - 40 - 20 is now updated to all-party totals of 48.5% Prochoice - 36% Antichoice - 16% Unknown,
with 17% of the Libs and 66% of Cons identifying as anti-choice.

Well that's better but 66% is still a horrific percentage for the governing party of Canada.

Joyce reminds the 36% of antichoicers from both parties is a 'conservative' estimate, and her research bears this out.
For instance, voting for some version of fetus rights doesn't automatically get an MP onto the chart because maybe the candidate is pro-choice but it was a whipped vote, or they are anti-choice personally but have stated they would not vote against reproductive rights.

The Russians joint air traffic coordination partners are coming!

Dimitri Soudas, yesterday : "Two CF-18 fighter jets were scrambled to intercept Russian bombers that came within 55 kilometres of Canada’s Arctic territory, just as Prime Minister Stephen Harper prepares to make a high-profile visit to the region."

Oh noes ... Steve in danger ...

Last year it was Obama who was in danger :

And just last month Airshow MacKay did his bit to resuscitate an event that happens monthly in the Arctic into a new Red Dawn :

"Two CF-18s were scrambled to intercept two Russian military planes 463 kilometres east of Goose Bay Labrador. "This was a message, clearly, to them that we will have CF-18 fighter planes there to greet them every time."

Meanwhile back in the real world ....

The Aug 10 photo above shows Russian (on the right), Canadian (on the left), and US personnel flying over the Pacific Ocean while participating in Operation Vigilant Eagle, a joint hijacking simulation exercise employing fighter jets and civilian air traffic controllers from all three countries that has been planned for three years.

The three day exercise, according to NORAD, was "designed to establish clear communication processes that would allow the forces to work together during a real crisis."

A real crisis, mind you. Not a fake-a-loo $9-billlion-plus no-bid contract F-35 fighter jet funding crisis.

Earlier this year NATO announced the Cooperative Airspace Initiative :

NATO and Russia have begun a testing phase of a joint system for air traffic coordination. The system focuses primarily on the fight against terrorism and will provide a shared radar picture of air traffic and early notification of suspicious air activities.

Joint air traffic coordination?

Where's the fun in that?

Let's give the last word back to the PMO's Dimitri Soudas today, who is presumably still dodging a summons to appear before the Ethics Committee :

The Census : Jedi Knights in your bedroom

Via Kady, an anti-census Sunday missive from Dmitri Soudas, Steve's ninny Director of Communications :

"21,000 Canadians registered Jedi knight as a religion in the 2001 census"

Fun facts : The Australia 2001 census boasted over 70,000 Jedi devotees while New Zealand had 53,715, making it the second largest religion in New Zealand, along with The Church of Elvis and Rugby, Racing and Beer.

In England and Wales, the Office of National Statistics announced their census totals in a press release entitled "390,000 Jedis there are", going on to suggest that the opportunity to give the hoax answer possibly boosted response from the usually laggardly teens and twenty somethings.
I think anyone who is not Dimitri Soudas appreciates that the Jedi answer was given by the same proportion of the population that normally writes "atheist" or "none" in the census box on religion. Of course, we would need an unbroken lineage of long-form census results to know that.

Soudas goes on to use the Canadian Jedi stat, information he presumably guiltily gleaned from the census, to battle the mighty census-supporting IggySiths :

"Canadians don't want the government at their doorstep at 10 o'clock at night while they may be doing something in their bedroom, like reading, because government wants to know how many bedrooms they have."

And finally, a week after the Cons stonewalled the SECU committee's call for a G20 inquiry into the largest mass arrest in Canadian history, they are now calling for immediate emergency committee hearings to "examine the urgent public issue created by the Ignatieff Liberals' threat to prosecute and jail law-abiding Canadians who do not wish to participate" in the long census.

Urgent public issue?
The Canada Long Census of 1871, which "asked 211 questions on area, land holdings, vital statistics, religion, education, administration, the military, justice, agriculture, commerce, industry and finance", is now pared down to 59 questions used in the present long-form ever since 1971, but hey, an emergency is an emergency when you're a Con fighting off Jedi Knights in your bedroom at 10 o'clock at night.

The search is on for Youtube impressario and PMO Director of Disinformation Dimitri Soudas.

A House of Commons bailiff seeking to serve Soudas and another staffer with a summons to appear before the Ethics Committee was twice refused entry to the government offices where Soudas works by the security desk.

Soudas has been summoned to answer the Ethics Committee's questions on

"allegations of systematic political interference by ministers' offices to block, delay, or obstruct the release of information to the public regarding the operation of government departments".

The Search for Soudas continues via Google, where the number one search result reads :

Poilievre : "No one takes Ethics Committee summons seriously"

"At the end of the day, [Ethics Committee Chair]Paul Szabo and this kangaroo court have no credibility and no one takes their summons seriously."

So said Con MP Pierre Poilievre in August two years ago when he was only an associate member of the Ethics Committee.
Since becoming fully-fledged, and also Parliamentary Secretary to Steve, his job there is apparently to pipe up "Point of order" every few minutes like some demented Energizer bunny until the Chair finally cuts his mike.

Lib Wayne Easter's spirited response to John Baird's surprise appearance before the Ethics Committee on Tuesday in place of Dimitri Soudas as scheduled has already been well covered.

Chair Paul Szabo first let Baird speak, setting off an hour of angry motions to dismiss the usurper - interspersed with Poilievre's points! of! order! - versus the Con committee members dutifully bent over their brand new talking points on "ministerial responsibility for their staffers", carefully read aloud heads bowed down, when it was their turn to speak.
Eventually Szabo broke a tie vote over whether or not to let Baird stay and booted him out.

Well sure. After all, as Minister of Transport, Baird is not Soudas' boss and would not be able to answer any of the questions the committee was intending to ask Soudas, despite Baird's sinister hand waving about something he called "collective responsibility".
And as Bloc Ève-Mary Thaï Thi Lac pointed out, the last time a minister appeared before the committee on behalf of one of their staffers - that would be Christian Paradis, Minister of Asbestos - his idea of "ministerial responsibility" was to just blame the staffer.

Bloc Carole Freeman brought up committees' right to subpoena witnesses, reminding that Soudas

"is an ordinary citizen and should be treated as such. A house leader does not have the power to change existing rules simply by standing up in the House and making a statement."

But then there was another tie vote following that I haven't seen discussed.

What to do about the many named bureaucrats already scheduled to appear in the few weeks remaining before the committee last meets on June 22? And what to do if their ministers wanted to show up in their staffers' place?

Chair Szabo asked for a motion to give him authority to summon the witnesses already scheduled to appear ... if necessary ... even if it meant allowing those witnesses' ministers to come as substitutes in their stead.

A pretty weak motion but as he explained, they were waiting on an expected future ruling by the Speaker on such witness substitutions. And he was only asking for either the scheduled witness or his/her minister to appear if that's what was offered.

OK so it was an astoundingly weak motion to exercise parliamentary committees' right to summon witnesses, but you know what? That vote was tied up 5 to 5 - the Cons vs everyone else - and only passed because the Chair broke it by voting in favour.

Pierre Poilievre suggested what he called "a friendly amendment" to solve the impasse over the next scheduled witness :

"just replace the name of the political staffer in question with the name of the Minister."

Your moment of hideous irony : The work currently before the committee is looking into "allegations of systematic political interference by ministers' offices to block, delay, or obstruct the release of information to the public regarding the operation of government departments".

Cons ban staff from testifying at committees

Obviously Con political staffers couldn't continue to rely a fire alarm going off every time they were summoned to testify before a parliamentary committee, so on Tuesday morning Government House leader Jay Hill will announce a new policy in the House of Commons exempting them from ever appearing at all.
[Jay Hill, amiable defender of the Cons 2007 manual on disrupting committees, once "lavished praise on the committee chairs who caused disruptions and admonished those who prefer to lead through consensus".]

"The Conservative cabinet has decided to ban its political staffers from appearing as witnesses before committees ....
Prime Minister Stephen Harper’s director of communications, Dimitri Soudas, explained the new policy Sunday during an appearance on CTV’s Question Period.
“Ministers are the ones who are accountable and answer to Parliament,” said Mr. Soudas"

That would be the same Dimitri Soudas whose appearance before the House of Commons ethics committee was sadly pre-empted last Tuesday by a fire alarm bell going off just moments before he was due to testify about the government's crap handling of Access to Information requests.

Yes, it's only the ministers who are accountable to Parliament, but as Accidental Deliberations points out:

"The Cons' new policy is that all committee questions must be directed toward the lone group of people who can't be subpoenaed to testify."

Well, Steve has never been overly fond of either Parliament or its committees, has he?

We will of course still be hearing from government staffers through the Cons' new hasbara program for Facebook and message boards :

The government is looking for ways to monitor online chatter about political issues and correct what it perceives as misinformation.
The Department of Foreign Affairs and International Trade has paid [Social Media Group] $75,000 "to monitor social activity and help identify ... areas where misinformation is being presented and repeated as fact," Simone MacAndrew, a department spokesperson, said in an email.

The firm alerts the government to questionable online comments and then employees in Foreign Affairs or the Department of Fisheries and Oceans, who have recently been trained in online posting, point the authors to information the government considers more accurate."
