A video follow-up to my Sunday post, Prepping TFWs for the Northern Gateway Pipeline.  
Two Philippine press agencies reported on the Canadian Welding Bureau pre-accrediting welders in three schools in the Philippines and quoted a now-retired Canadian Welding Bureau Certification Services Representative as touting welding and pipe fitting jobs for temporary workers from the Philippines 

"when construction for the pipeline from Alberta to BC begins."

In light of the Canadian Welding Bureau's disclaimer in April 2014 denying their involvement :

"For the record, the CWB is not in the business of recruiting welders, either from the Philippines or elsewhere, or involved in any job placement schemes, contracts or agreements to enter Canada." 

... I'm posting the above video - presumed origin of the Philippine news reports. 
Transcript :

"Thousands of jobs for welders are expected to open up in the country within the next two years" 

"Thousands of jobs in the skilled trades were created in BC when the federal government gave the Vancouver Shipyards the $3.3billion contract to build ten new non-combat ships for the Canadian Coast Guard last year. This includes jobs in welding and pipe-fitting. Anticipating a possible shortage of qualified tradesmen, the Canadian Welding Bureau accredited test centres in the Philippines to screen well-trained welders. 

Bob Montes, Certification Services Representative, Canadian Welding Bureau, from Vancouver :

"The welders that we are training in Canada right now are not sufficient to fill that vacuum. That's why the Canadian government is looking, looking at hiring temporary workers from outside, and right now, the Philippines is very favorable place to hire welders. "

Montes adds that welders will also be in big demand when construction for the pipeline from Alberta to BC begins.  

He says Filipinos have a natural skill for welding and they have a huge plus over others.

"The advantage of the Filipinos is because they can understand and they can read and comprehend the standards. And when they come here, it's easy for the Canadians to give them instructions because instructions is a safety issue. If they cannot follow instructions, it will become a safety issue here. "

Montes says a skilled welder can earn from $50 plus per hour. 

Currently there are only three centres that are accredited by the Canadian Welding Bureau : Brilliant Metal Works, ZOIE Training Centre, and Primary Structures Educational Foundation - all in Cebu. 

Those who pass the test here can get a welding card that is valid anywhere in Canada. 

With this development, the Philippine Labour Office is confident that Canada will continue to hire more temporary foreign workers despite charges that the program is stealing jobs away from Canadians."

And voilà, Jason Kenney's new 10-day fast track stream for skilled temporary foreign workers is there to receive them.

Update : Financial Post, June 25 : "B.C. is counting on temporary foreign workers to help fill as many as 100,000 jobs if LNG projects materialize as planned."

"It's only foreign workers who possess the skills for some specialized work, he argued. "For instance, we don't have the skill sets in certain types of welding in Canada for these projects," Coleman said. "The best welders for these are actually from the Philippines."

Prepping TFWs for the Northern Gateway Pipeline

This week Employment Minister Jason Kenney replaced the old LMOA, Labour Market Opinion Assessment, with the brand new LMIA, or Labour Market Impact Assessment - henceforth to be known as the LabourMinister Missing in Action program for its accelerated 10- working- day approval process to put TFWs in skilled trades.

Remember those 270 unionized welders and pipefitters laid off a Husky Sunrise tarsands project last October and replaced by temporary foreign workers? 
As one of the former workers explained : 

"We had to conduct a handover to Saipem, detailing to them where we had stopped work so that they may continue. In the final week, Saipem foreign workers were actually in the facility working side by side with us ..."

And that happened because under the old LMOA, the federal government had an agreement with Alberta to exempt welders, heavy-duty mechanics and iron workers from the rules about having to ensure Canadian applicants got first crack at those jobs.

So how is Jason Kenney's new LabourMin Missing in Action program going to work?

Ok, bear with me here.
In April this year, the Canadian Welding Bureau or CWB, the Canadian welding certification and registration org, put out an unusual presser/disclaimer :
CWB defines position on temporary foreign workers

"There have recently been publicized reports that the Canadian Welding Bureau (CWB) is recruiting Filipino welders to fill welding jobs here in Canada, and in particular, to fill vacancies in the BC shipbuilding industry. These statements are incorrect. For the record, the CWB is not in the business of recruiting welders, either from the Philippines or elsewhere, or involved in any job placement schemes, contracts or agreements to enter Canada."

The presser goes on to explain that while the CWB has operations in the Philippines and 35 other countries, its mandate is to ensure the safety of Canadians and yada yada yada.

The CWB was responding to news stories in the Philippine press that the CWB was indeed doing exactly what its disclaimer denies :

"British Columbia is on the hunt for Filipino welders and pipe-fitters as it anticipates a shortage of such skilled workers to build 10 new non-combat ships for the Canadian Coast Guard.Anticipating a possible shortage of qualified tradesmen, the Canadian Welding Bureau has accredited test centers in the Philippines to screen well-trained welders, reports ABS-CBN news.

Canadian Welding Bureau (CWB) takes Cebu City by storm - August 2012

"A total of 120 students made it to the cut-off for the first batch of the Canadian Welding Bureau welding class ... with no less than the Canadian Consul to the Philippines Consul Robert Lee gracing the opening ceremony. 

"I want to make it my legacy sending world class Filipino welders to Canada before my retirement few years from now. We are proud to be part of this program being the first CWB welding school outside of Canada and the first in the whole world. With this CWB partnership with SKILLS, our people here in the Philippines will experience a world class training inside a welding facility designed using Canadian welding standards.”

The CWB training runs for eight (8) months holding classes five (5) hours daily from Monday to Friday. It is handled by Prof. Stuart Ring, a former teacher and a retired Canadian Pipe Fitter, duly certified by the Canadian Welding Bureau."

The Canadian Consul to the Philippines' words kinda reminds me of the Governor General of Canada, David Johnston, planting a tree at the campus of outsourcing giant Infosys in India in February.

We have also certified companies and qualified welders from countries extending beyond our borders for several years. A program like this is a proactive step forward because it will further allow more CWB qualified welders to enter the country, provide exceptional craftsmanship and fill the ongoing shortage."

So is there any actual "ongoing shortage" of welders?

Let's go to Service Canada, bearing in mind the Alberta Federation of Labour says the feds rely on self-reporting industry surveys for their labour shortage stats ...

"The labour pool may vary considerably depending on the requirements for the position. That explains why this occupation has high unemployment but also a labour shortage.
In the positions that require a lower level of skill, such as unskilled positions as welders or related machine operators, the labour pool consists of experienced metallurgical workers who have received in-house training. This group includes welder/fitter helpers (see 9612, labourers in metal fabrication) and the many experienced unemployed welders and welder helpers. 

Incidentally, this is the labour pool with the highest unemployment."

Temporary Foreign Wanking

Evan Solomon asks why restaurants don't just raise wages to attract workers : "Guess what? This is the criticism - raise the wages and they will come."

Jerry Lundegaard Garth Whyte of Restaurants Canada : "So let's raise it to $100 an hour - we'll still need them [temporary foreign workers]. That's the issue, we have, uh, you know, people, we're, this is well above the average wage, we're putting it well above ... "        [h/t Press Progress for above vid]

Ok, let's look at that. This is Slide #20 in a 2012 powerpoint presentation given by Ron Reaman, VP, Ontario, of Restaurants Canada, formerly known as CRFA [Canadian Restaurant and Foodservices Association],  bragging about their lobbying success in freezing the minimum wage in 2011 :

Q: What factors, if any, are currently having a negative impact on your business?

Notable that while 67% of them answered "Rising labour costs", slightly less than a third complain about "Shortage of skilled labour" and only 14% say "Shortage of unskilled labour".


Both slides rather put the boots to Garth Whyte's plaint at top that importing temporary foreign workers is not about wages, and by extension, keeping them down for everyone else.



Back in November 2007, Mr Reaman and Joyce Reynolds of CRFA appeared before the Standing Committee on Industry, Science and Technology to complain about labour shortages. Ms Reynolds suggested "a bridge from temporary to permanent residency" for temporary foreign workers and that they be allowed to apply for it from within the country. 

She then thanked the Conservative government through the Chair for streamlining the LMO process and raising the number of years TFWs could remain in the country from one to two years. She asked that it be increased once more to four years. And lo - in 2011, it was.

So if I understand the argument correctly, Restaurants Canada members employ 1.1 million workers of which TFWs only comprise 2% - a tiny fraction and certainly not enough to impact Canadian unemployment - but if restaurants can't have them they'll be forced to "scale back their business and even close their doors".
Ergo, TFWs are protecting Canadians' jobs!  Got it.

I think Restaurants Canada, formerly CRFA, would have benefited from Smithcom's market expertise a little sooner - perhaps sometime before Canadian workers were being denied work , or being laid off and replaced by a 926% increase in accommodation and food services TFWs since the Cons came to power.

In case you're wondering who the two guys in the Restaurants Canada flyer/petition up top are, they are an "African chef and a Hispanic businessman" featured on a St. Louis Missouri University website for a course in Dietetics. 
The same photo is used at Restaurant Canada's US lobby counterpart, the National Restaurant Association aka "The Other NRA" - a $680 billion industry representing KFC, McDonald’s, Starbucks, Taco Bell, etc. They have been sending petitions like the one above to members of Congress and threatening closures if they can't get more TFWs since at least the year 2000.

Both orgs have lobbied to cap the minimum wage for all workers.

The NRA was busted by the NYTimes last month for circulating a petition against raising the US minimum wage to $10.10 an hour that was fronted by an unwitting Nobel economist and distributed under his name. It was then signed by over 500 prominent economists and released to the media with nary a mention of the NRA.

In Canada, slide #20 of a powerpoint presentation by the VP of CRFA/Restaurants Canada  boasted : 

"Due to CRFA’s lobbying efforts, Ontario froze the minimum wage in 2011 - saving the industry $266 million."

Meanwhile, from yesterday's G&M : Foreign worker reforms clash with trade agenda

"The Conservative government’s overhaul of the temporary foreign worker program is on a collision course with its ambitious plans to sign trade deals that would allow more foreign workers to enter Canada hassle-free. 

The final text of the much-vaunted Canada-European Union free trade agreement (CETA) is expected to include a list of occupations that can be fast-tracked into Canada and would allow European firms to bring European workers into Canada through inter-company transfers, with reciprocity for Canadian firms.  

The Conservative government has described the deal’s provisions for temporary entry of labour as “the most ambitious ever in a free trade agreement.”

Steve's Economic Action Scam

1. Vastly inflate the stats for supposed job vacancies and skill shortages in Canada by basing them on a program that counts online classified ads, including one on eBay that features the same jobs posted multiple times.
2. Refuse to divulge the questionable source of the now vastly inflated stats being used to implement government policy because - commercial confidentiality.
3. Tighten up eligibility requirements for employment insurance because - hey, tons of jobs out there going begging.
4. Send Kenney off to Ireland to encourage 10,000 Irish students to come to Canada with their newly issued open work permits just as Canadian students hit the street looking for summer jobs.
5. Mandate employers to post 'help wanted' ads on the government job bank site where they sit undated for up to six months or a year after they are filled, thus providing further evidence for the illusion of a serious labour shortage .
6. Give employers a time limit of four weeks to not respond to Canadian job applicants, after which they are free to import hundreds of thousands of temporary foreign workers thus driving unemployment up and wages down. 
7. Mission accomplished.
8. Quietly delete the bogus inflated stats from gov. labour market data after you get busted for basing government policy on an eBay service whose proprietor explained "the job postings on the site are rising in part because the site itself has had major growth in terms of popularity."

Are we done with the myth of Conservative competence in all matters economic yet?

Ottawa job bank scam

I'll bet you've already guessed what Step #2 is -- replying to the Canadian applicants.

CTV : 

"Employers are required to post job listings seeking Canadian workers first, and leave those ads up for four weeks, before they can be given the green light to hire temporary foreign workers.

"I probably apply for about five jobs a month from the job bank and I have for a few months," said one job-seeker, speaking on condition of anonymity for fear of harming his employment prospects.

"I have never heard a word back from any of the companies I've applied to." 

An email address set up by The Canadian Press in recent weeks has also failed to garner any responses from employers when asking for more information about postings in various sectors. One of the jobs included a shelf-stocking position at a Canadian Tire in Red Deer, Alta., that already employs several temporary foreign workers.

Employers need only tell the government that they were unable to find a qualified Canadian after posting their positions on the job bank." 

Canada's economy unexpectedly loses 28,900 jobs in April

"The number of employees plunged in April to a loss of 46,000 jobs, a figure that was offset in part by the addition of 17,200 self-employed positions.   ....the biggest loss struck the accommodation and food services industry, where 32,200 fewer people found work."

The Temporary Foreign Workers Pipeline

For some time now we have had a government in the business of preventing people from working within their own country, as Boris from the Beav once put it.

This is the Cons' other pet pipeline - their TFW Pipeline.
In 2007 they raised the length of a temporary foreign worker permit from one year to two; in 2011 they raised it again to four years.

And today we add Canadian helicopter pilots to the growing list of occupations that are filled by cheaper temporary foreign workers - some pilots working at half the going wage according to one of them.

The Cons are shocked, shocked I tell you, that employers are actually making use of their program designed to drive down wages in Canada. Who could have foreseen such a thing? As Kellie Leitch once put it : "We expect firms to comply" and by god they do seem happy to do so.

Foreign workers drove unemployment higher in B.C.: C.D. Howe report

"In 2008 BC and Alberta received 94,000 temporary foreign workers.The sudden surge was the result of a federal government pilot project in the two provinces between 2007 and 2010, largely in response to demands from employers who wanted easier and faster access to temporary foreign workers. 

The project ended in 2010, but B.C. and Alberta continued to hire temporary foreign workers by the tens of thousands."

Still, there are appearances to keep up and Kenney has promised "another phase of further reforms" to the TFW program yet again, including fast-food sector suspensions. Luckily for employers though, there's still a workaround ...

You can hire young workers from Ireland [Spain, France] without a Labour Market Opinion normally required by Human Resources and Skills Development Canada. Canada issues a two-year work permit to qualified applicants.”

In 2012 Jason Kenney went to Dublin himself to drum up biz, with various employers and recruiting agencies in tow . How'd that pan out again?

A week ago immigration lawyer Vanessa Routley wrote about calling up a recruiting agency in Alberta and posing as a foreign worker looking for a job at KFC in Canada. The whole transcript - from the initial pitch to have her pay $1000 to apply, to upping it to $1250, to downgrading it to $100, to her revealing her real identity at the end - is well worth a read but here's the part of it she high-lighted herself :

One grand for a High Impact Dream Job Pack just to apply for a job bagging chicken at KFC.

Yesterday "the government refused to release detailed information on the controversial Temporary Foreign Workers program on the grounds that doing so "would produce a prohibitively large document."

I'll bet.

May Day : Terry Glavin on the "permanent underclass of perpetually 'temporary' non-citizens"

"There were 338,000 people in Canada at the sufferance of the Temporary Foreign Workers program at the beginning of last year. When you add in other non-citizens working or at least entitled to work, including farm labourers, nannies, foreign students, “Experience Canada” exchange students and so on, you’ll find that you’re looking at more than 600,000 people whose subservience and obsequiousness is disciplined on pain of deportation.This is a number of people that exceeds the size of the entire labour force of Saskatchewan  and its existence inside Canada’s already underemployed working class will have implications that should not require an economics degree to comprehend.

Fast-tracking fucking over Canadian workers

Fort McMurray Today reports that 270 unionized welders and pipefitters contracted to the Husky Sunrise tarsands project were laid off and replaced by cheaper temporary foreign workers from Mexico, Ireland, Portugal and Italy.

Husky says their work was over but a commenter under another article who was a worker on the site disputes this :

"The work contracted to Black and McDonald was no where near complete. We had to conduct a handover to Saipem (a mostly Italian workforce), detailing to them where we had stopped work so that they may continue. In the final week, Saipem foreign workers were actually in the facility working side by side with us; a very uncomfortable situation for those of us about to be laid off."

Six months ago, we learned that employees of Royal Bank - and all the other banks - were being forced to train and work alongside the outsourced foreign temporary workers who were to replace them at their jobs, while HD Mining, a BC mining company based in China, imported 201 Chinese workers after their ad to hire Mandarin-speaking miners in BC failed to turn up any candidates. ***

CitImm Min Jason Kenney promised a fix, the Accelerated Labour Market Opinion process was temporarily cancelled, and Kellie Leitch, then parlsec for Diane Finley of Human Resources, did such a bang-up job on Power and Politics saying they'd already fixed this  - repeating talking points about Canadian jobs for Canadian workers five times in as many minutes - that Steve made her Minister of Labour.

PostMedia Oct 10, 2013 : Program for foreign workers could be restored

Employment Minister Jason Kenney says the government could soon resurrect a fast-track scheme that allows companies to bring temporary foreign workers to Canada more quickly.  

"highpaying, high-skill jobs, not fast-food franchises in booming Alberta that need foreigners to peddle burgers and doughnuts to oil workers.

Of course not everyone has to apply for a ALMO first :

For example, the federal government has an agreement with Alberta to exempt welders, heavy-duty mechanics and iron workers from the process due to a shortage of skilled workers in those fields.

A point I'm sure was not much comfort to the the welders and pipefitters at Husky Sunrise who were laid off this past Labour Day.


So what changed in the intervening six months?

Nothing. Kenney is right on schedule.

A Wall St Journal article in July reported corps were just waiting for the public backlash to blow over : 

 "To be sure, the halt in outsourcing is expected to be temporary, with experts and IT service providers expecting outsourcing projects to resume after six to eight months. 

CGI Group signed $12 billion in outsourcing contracts with various Canadian corporations, and IBM - $7 billion.

" 'After the RBC controversy, companies are waiting for things to die down. Banks are slowing down projects—they are keeping a low profile, while the tension over offshoring jobs blows over," said an executive from an outsourcing advisory firm who requested anonymity.'  "

And how is iGATE, the company that kicked off the Royal Bank controversy, faring ? 
"Strong Second Quarter Results; Profits Up 136% " and they're planning on opening a new centre in Halifax.


*** Meanwhile the BC Liberals' love affair with HD Mining, the Mandarin-only-speaking Chinese mining company in BC, continues unabated.
Jody Shimkus, former BC assistant deputy minister of mining and "the main point person for the Chinese mining companies in B.C.",  left her government job in January 2012 to join HD Mining. 

Blair Lekstrom, former BC Minister of Energy, Mines, and Petroleum Resources, joined her there two months ago.

Royal Bank and iGATE : "Business as usual"

A LiveMint/Wall Street Journal article reported three weeks ago that Royal Bank of Canada (RBC), Bank of Nova Scotia, Bank of Montreal and CIBC have temporarily halted their hiring of workers from outsourcing firms like iGate, Tata Consultancy Services Ltd (TCS), and Infosys Ltd, while they wait for the public backlash to blow over   :

"The backlash against outsourcing jobs comes at a time when the unemployment rate in Canada stands at 7.2% and remains above the levels that were seen before the 2008 recession. The Canadian banking and financial services (BFS) outsourcing market is estimated to be worth more than $5 billion. "

The article also mentions that IT services provider CGI Group has signed $12 billion in outsourcing contracts with various Canadian corporations, and IBM - $7 billion.

So how's poor old iGATE managing this difficult temporary tension in offshoring?

July 17, 2013 :

On Wednesday, during a post-earnings conference call, iGate said it did not anticipate any impact on its business due to the immigration laws in Canada and it had not seen any pull-back from any of its Canadian clients after the government probe.

“It’s pretty much been business as usual since we got a clean bill after the audit,” said interim CEO Gerhard Watzinger, an iGate veteran. 

An RBC spokeswoman declined to comment on whether the bank had started shifting work away from iGate and said it would continue to work with iGate if it complied with RBC’s policies on outsourcing.
“IGate is a long-standing supplier and we will continue to work with them provided that they comply, like all our suppliers have to, with our supplier code of conduct,” the spokeswoman said in an emailed reply.

Apparently the supposed temporary rollback of outsourcing jobs for a few months till the public backlash blows over isn't really all that after all.
