Site C Licence of Occupation

On Sunday Sept. 25, the deadline for public input into BC Hydro's request to log crown land slated for Provincial Park status above the Site C dam will close. 

So why are you only just now hearing about this on a blog? Good question.

According to the Yellowstone to Yukon Conservation Initiative in an article in woodbusiness.ca, which you probably aren't in the habit of reading on a daily basis :

"On Sept. 1, BC Hydro placed a notice of intent to log the valley, including parts of the Peace-Boudreau, an Old Growth Management Area, at the back of local newspapers. There was no mention of the Site C dam in the advertisement, which gave a deadline for comments of Sept. 25."

Which is interesting because after recently issuing permits via Transport Canada and Fisheries and Oceans to allow the Site C dam to proceed even as the West Moberly and Prophet River First Nation were challenging the previous government's approval of it in the courts, the Trudeau government told the House of Commons on Tuesday that "it is now up to B.C. Hydro to conduct any further public consultations".


Not sure an ad at the back of local papers that doesn't even name Site C counts as "public consultations" but here's your window of opportunity to tell the BC Ministry of Forests, Lands, and Natural Resource Operations what you think about :

1) the lack of public consultation in which they have been complicit, and 

2) BC Hydro logging forest and vegetation above the shale and mud landslides built on clay they've already engineered- as amply documented in photos at Laila Yuile's blog.  

I spent much of today submitting this BC Hydro Licence of Occupation info, minus any snarky editorializing, to news media, environmental watchdogs, Site C opponents, and MPs. I haven't heard peep back from any of them so far despite the considerable help of facebookies and twitterati furiously aiming it at expected interested parties. 

Do people living in the Peace even know about it? I don't know. There's a Site C Project website and a twitter feed and I don't see this mentioned on either one.

As Christy Clark rushes to evict ranchers and landowners by Christmas to get the 83-kilometre flood zone "past the point of no return" before the next BC election, in the largest removal of land from the Agricultural Land Reserve in its history, it probably got lost amongst everything else Site C this month :

Electoral Reform Road Trip

Last week IPSOS passed on their rather depressing survey news to the ERRE committee that only 3% of Canadians were following electoral reform at all closely and those 3% were mostly wealthy educated older dudes.

Pretty sure that's going to change in the next few weeks. Here in BC, there's over 30 electoral events - the ones from today on are listed below. 

If you can't make any of these, you can host your own discussion group and make your own submission to the Electoral Reform Committee. FairVoteCanada supports any version of proportional representation and will provide you with materials for your discussion :

**A dialogue can be as small as two or three people getting together for coffee or as big as a community town hall, and anything in between!
**You can also conduct a dialogue at a meeting of an organization you are already involved in.
**The government has provided a list of questions they would like feedback on. All you need to do is discuss the questions in your group, have someone take notes, and submit your report to the committee by Oct. 7.

April 2014 Natty Post: Christy Clark once served as chairwoman of B.C. company that she has promoted since becoming premier

"The 2007 document has surfaced one week after it was revealed that the Premier was a partner in her former husband’s lobbying firm, which formerly listed its office at her residence and boasted such clients as Enbridge and B.C. Rail.

In the fall of 2007, Ms. Clark entered into a two-year agreement as chairman and board member of RCI Capital Group’s RCI Pacific Gateway Education Inc., a wholly owned subsidiary of the investment firm.

Since becoming Premier, Ms. Clark has actively promoted RCI on official trade missions to Asia — recently signing a memorandum of understanding on behalf of the B.C. government in securing $1-billion in overseas investment..."

No I never worked for RCI said Christy, and RCI Capital's John Park gallantly came to Clark's defence, saying he'd never so much as even met her back then, much less paid her the first of three annual director's fee installments of $4,000 due her within 120 days of her RCI appointment. 

No, it was her then husband, Mark Marissen, Stephane Dion's campaign manager, that Park had hired. 

I guess that's just a spousal Chairman biz card then.

In December 2013, Clark appointed RCI managing director Tenzin D. Khangsar as chair of B.C.'s Multicultural Advisory Council. Khangsar was a former chief of staff to both Jason Kenney and Tony Clement and a key CPC ethnic campaign strategist for the Cons in 2011.

"John Park hired Khangsar to be managing director of his RCI Capital investment bank after the Tories were re-elected in 2011. RCI’s board includes retired Conservative MPs Stockwell Day and John Reynolds. Day represented RCI on last fall’s trade mission led by Premier Christy Clark to China."

Huge impact of foreign buyers can't be ignored, and raising the issue isn't racist.

"...the province won't act as long as the real estate industry that profits enormously from selling homes to foreign buyers also contributes huge amounts to the BC Liberal Party. Josh Gordon, Simon Fraser University public policy professor, even refers to the influence of Bob Rennie, the real estate mogul who also heads Premier Christy Clark's fundraising efforts.

That would be the Rennie who recently suggested action to curb foreign real estate investment would start a trade war. "China buys $6 billion a year in British Columbia exports," he said. "Are we going to tamper with those jobs and our economy?"

Gordon calls out those who fund political parties.

"The fundraising is being dominated by prosperous developers and others closely tied to the housing boom," he writes. "This is the second lesson about housing market politics from the past decade: inside players, with large vested interests, are willing to shovel over massive amounts of money to political parties to keep the boom booming."

The B.C. provincial government is trying to green light the construction of a massive LNG terminal on Lelu Island in the Skeena Estuary – Pacific Northwest LNG, backed by Malaysian energy giant Petronas  –  without the consent of the people who rejected a $1.15 billion dollar deal from Petronas to gain that consent.

Pay to Play in BC with Postmedia real estate

In June 2013, the ailing Vancouver Postmedia papers, The Sun and The Province, dumped 100 employees, plus two out of four floors of their downtown Vancouver offices. 
Colliers International, "the biggest player in the domestic commercial real estate industry", subleased the two now empty middle floors.

The previous year, Colliers and Postmedia had launched their joint venture "Property Post", described in their presser as providing :

"up-to-the minute news, commentary, information and videos that are accessible via the Financial Post website and the online business sections of The Vancouver Sun, the Calgary Herald and the Edmonton Journal.

Property Post also features content provided by Colliers, including twitter feeds, videos, and industry reports. Property listings will be a key component, allowing Colliers to use the site to market properties on behalf of its clients."

Ok, so it's a publisher-advertiser symbiotic partnership, similar to the one Postmedia proposed to CAPP a year later, providing Postmedia with revenue and Colliers with eyeballs :

"It is absolutely exciting," said Sudeep Balasubramanian, manager of digital sales at The Vancouver Sun and Province newspapers. "What we realize in terms of our digital strategy is that it is no longer just about selling advertising on a website.

Postmedia will support the site with editorial content that will be anchored by the Financial Post, and each of The Vancouver Sun, Calgary Herald, and Edmonton Journal newsrooms. It will also showcase commentary by Financial Post business columnist Gary Marr, Postmedia reporters, and freelance writers." 

While enthusiastic quotes from Colliers spox are liberally sprinkled throughout both papers, it's not always easy to tell whether it's an embed when they wander into a straight news story. This story from last week, for instance, quoting David Taylor of Colliers International on evictions and demolitions as 106 office towers go up in Burnaby : 

Demovictions' rising as Burnaby towers do the same : 

"Burnaby has faced “less public opposition during rezoning” because ...the land is “primarily occupied by older rundown apartments where tenants have, seemingly, less influence with the city than single-family homeowners."

Or this one about money from China being laundered through real estate : 
Chinese police run secret operations in B.C. to hunt allegedly corrupt officials and laundered money

"Kirk Kuester, executive managing director of Colliers International Vancouver, said the pool of money from Mainland China seeking investments in Metro Vancouver is so vast right now that he has to turn away potential clients.
“The money is staggering, quite honestly,” Kuester said. 

Kuester said, for example, that on Wednesday he had two or three potential clients with “half-a-billion” in private funds ready to put to work, but there are simply not big enough deals to satisfy them."

In addition to two middle floors of the former Pacific Press, Colliers International has ten offices in China.

Two years ago the BC Libs sold off 370 acres of Crown land on Burke Mountain at "$43 million less than its market value to allow Christy Clark to balance the budget", according to the NDP and a bureaucrat's leaked memo.
Colliers International won the marketing contract which saw the "fire sale" land bid go to WesBild. 
WesBild director Hassan Khosrowshahi has given $900,000 in donations to the B.C. Liberal Party since 2000, while Colliers International has only enriched the Libs by just over $100,000 in donations over 10 years. 

In BC there are no restrictions on private fundraisers or corporate donations or foreign donors or foreign ownership of farmland.  
Last year the BC Liberals raked in $10 million in donations.

Pay to Play in BC with farmland

1. BC has no restrictions on foreign donors to political parties.
2. BC has no restrictions on foreign ownership of farmland.
3. Legislation protecting farmland is a provincial responsibility.

In 1974, BC passed Agricultural Land Reserve legislation to protect farmland but two years ago Christie Clark's government weakened its mandate :

These three regions of BC are the most affected by oil, gas, and coal industry development."

Foreign companies buying B.C. farmland to earn carbon credits ...
Last year it came to light that the UK chemical company Reckitt Benckiser bought 10,500 hectares of agricultural land in the ALR in Northern BC and planted it with over 7 million trees to offset the carbon emissions of its manufacturing operations.

LandQuest Realty Corp. ... said the biggest international demand is for farmland ...  China-based buyers were the first foreign climate-driven investors to begin buying B.C. farmland, primarily for hay crops. 

“We market British Columbia to the world.”

Despite the growing international interest, Osborne confirms that Canadians still make up about 85 per cent of LandQuest buyers, and this demand ranges from farms and ranches to urban retreats and trophy recreational titles.

BC Finance Minister Mike de Jong said he was not in favour of a tax on foreign investment, fearing it sends the wrong message to the Asia Pacific investors B.C. has been courting for years.

Under public pressure for the inclusion of real estate companies in her recent trade junket to Malaysia and Korea, unregulated foreign investment in urban housing, undisclosed $20K per donor private-access-to-Clark Liberal fundraising events, and her yearly $50K salary top up from the BC Liberal Party, Christie Clark's government began officially tracking foreign ownership of BC farmland for the first time yesterday.

Pay to Play in BC with Spectra

Six years ago the BC government decided not to bother doing its own environmental assessments any more because it was so much more efficient to hand that responsibility over to the industry-captured federal National Energy Board for rubber-stamping. That deal was called the Environmental Assessment Equivalency Agreement.

In January the BC Supreme Court ruled that the BC government did not have the authority to pass off its constitutional obligations onto the NEB and found this agreement "invalid" as it served as an end run around the province having to consult BC First Nations over major pipeline projects on their territories. Score one for Gitga'at First Nation.

Now this equivalency agreement can be cancelled by either the NEB or the BC Environmental Assessment Office at any time with 30 days notice but Christy Clark opted instead for another end run - passing an Order In Council last Thursday exempting five Peace region natural-gas projects from the provincial environmental assessments the Supreme Court says it must now carry out: 

The Spectra South Peace pipeline, Spectra's Dawson gas plant, Spectra's Fort Nelson North plant, Nova Gas Transmission's Groundbirch pipeline, and Nova Gas Transmission's Horn River mainline extension.

As noted by Charlie Smith in the Georgia Straight : Christy Clark cabinet issues order-in-council to get around court ruling on environmental assessments

"Premier Christy Clark's former deputy chief of staff, Kim Haakstad, is Spectra Energy's manager of technical workforce strategy."

Ms Haakstad was forced to resign her position as Christy's chief of staff in March 2013 over the "Quick Win" ethnic vote election scandal but was back in May stumping for Christy in her bid to win a seat in her home riding of Vancouver-Point Grey - which she lost, making her a Premier without a riding until a safer seat could be found for her. 
Haakstad made the jump to Spectra three months later in August 2013. 

Over at RossK's killer reporting and banjo emporium, some of his commenters wondered if Spectra contributed to the $50,000 top up salary Christy receives from the BC Libs each year.   
Dunno, guys, but Texas-based Spectra has been pretty good to the BC Libs :

James Moore, UNBC Chancellor

This is James Moore campaigning for Stephen Harper on October 18, the day before the last election :

"... all that effort that you've poured into everything that we've fought for for so long, all of it is for naught if over the next 24 hours, we don't make sure that we get out that vote and re-elect Prime Minister Stephen Harper." 

This is *a government that actively muzzled Federal Scientists, that steadfastly failed to take meaningful action to address global climate change, that stifled legitimate democratic dissent, that discounted the need for a Federal inquiry into missing and murdered indigenous woman, and which sought to exploit anti-Muslim sentiment amongst Canadians in order to bolster its electoral fortunes.* 

This is University of Northern BC Board of Governors Chair Ryan Matheson on CBC Daybreak North defending the board's appointment of Moore as chancellor two days ago :

"Ryan Matheson, chair of the UNBC board of governors, said the university is listening and plans to reach out to those who have voiced concerns but will not reverse the appointment.

The election flyer landing on doorsteps in South Surrey-White Rock BC shows the three main party leaders - Justin Trudeau, Tom Mulcair, and an apparent new entry to the race :"YOU WILL NOT FEEL SECURE IN YOUR BEDROOMS". 

They are featured above a brave pledge by CPC candidate Diane Watts to "fight Jihadist Terrorists at home and abroad." 

You go, girl. 

In response to catching flack for "the worst example of politics of fear that I’ve ever seen" as one of her constituents put it, Watts issued a statement :

"ISIS has clearly declared Canada as a target for terrorism. We have seen such acts on Canadian soil with the death of our Canadian soldier in Ottawa — in Quebec and a foiled attempt at the B.C. Legislature."

Someone in her office purportedly explained the flyers were not really Diane's fault : 

"That came directly from Ottawa."

Which interestingly enough is the same response local CPC campaigns gave to Elections Canada the day before the last federal election about CPC live and robo-calls purveying incorrect poll location information. Elections Canada  :

"When contacted by returning officers, local Conservative Party campaigns advised that the calls were from the national campaign of the party, and that the campaigns could not stop them.”

Meanwhile two ridings away, households in West Vancouver-Sunshine Coast-Sea to Sky Country received CPC incumbent John Weston's 6"x10" glossy flyer. Half of it features Trudeau and the other half the actress from the Cons' "Just Not Ready" video. 

Notice what's missing in these flyers? 

They might come from "directly from Ottawa" but there's nary a mention in them anywhere of Steve.
