Cons pay manufacturers to move to China

From Blacklocks, via The Jurist, a tale of taxpayer-funded government-facilitated corporate welfare off-shoring :

"Cabinet paid millions of dollars in grants to Canadian manufacturers to move production and jobs overseas in the name of foreign aid. 

Newly-released accounts show the program paid cash grants totalling $3,852,927 to manufacturers to move production out of Canada, including $450,000 paid to one applicant that told Fantino’s department it had to “establish ourselves in Mexico so we can offer lower costs.” "

But most went to factories in China - automotive parts, rugs, fencing, furniture, plastics recycling .... over a two year period in 2006-7.

Because clearly China, the world's 2nd largest economy by GDP and we're #11, btw , is sorely in need of our "foreign aid" and "manufacturing jobs".

"International Cooperation Minister Julian Fantino ... had not heard of the grant scheme called the Industrial Cooperation Program."

Ah well, that's because you guys rebranded it in 2010 as the Investment Cooperation Program  or CIDA-INC.  According to the DFAIT website : 

• Managed by DFAIT, the Investment Cooperation Program, formerly the Industrial Cooperation Program, supports developmentally beneficial direct investments by Canadian firms in developing countries.

But only Canadian firms with at least $2M in annual revenues were eligible for 50- 75% taxpayer coverage of up to $1M of their costs in assessing and moving a project abroad.

Happily touted as a Canadian success story as late as March 2012 by the previous International Cooperation Minister Bev Oda, CIDA-INC was the object of damning internal audits until it was finally shut down on May 18 2012 by Trade Minister Ed Fast in a statement citing "irregularities" and "taking immediate action to recover taxpayer funds that had supported these particular INC projects" and promising a "fundamental review of the program, expected later in 2012-13".

Terrific. 

What about those intervening six years of sending Canadian manufacturing jobs to China and elsewhere - you know, the period from 2006-7 covered by Blacklocks and up to when you shut it down last year?

And does your newly branded "foreign aid" model of "doubling down on partnership with the business sector" and "vigorously promoting and defending Canadian interests and values abroad” benefit anyone here in Canada? Outside of those in the business sector looking for new avenues of taxpayer money to send Canadian manufacturing jobs overseas of course.

Bunch up everyone to make room for Steve's latest Perp with Perks, Saulie Zajdel.

Arrested today and facing five counts of corruption, breach of trust, and fraud from 2006 to 2011 in the anti-corruption sweep that also bagged the mayor of Montreal, Zajdel is better known to us as the guy who was put on the public payroll as a "cultural liaison" by Heritage Min James Moore for an alleged $60G's to act as the Cons' shadow pretend MP in Irving Cotler's riding after he lost to him in the 2011 election.

Here's Nick Kouvalis from Campaign Research defending their        "reprehensible" calls made into the riding on Steve and Zajdel's behalf implying Cotler would not run.

After his election loss to Cotler, Zajdel gave speeches in the Mount Royal riding, such as one advertised as : “How the Federal Government Relates to Israel.”

Welcome Con MPs Devinder Shory, James Bezan, Shelly Glover, and update! House Speaker Andrew Scheer to the growing family scandal of Steve's Parade of Perps with Perks.  

Devinder Shory, Calgary Northeast, accused of providing legal work that supported allegedly fraudulent mortgages - in his case at least five straw-buyer cases of more than $3.7 million:

Promised a payment of up to $8,000, hundreds of straw buyers, mostly new immigrants, allowed their names to be used to obtain falsely inflated mortgages on over 200 properties. When the straw buyers could not pay up, the bank would foreclose and the "masterminds" would walk away, wiring proceeds from the alleged fraud to Lebanon, India, Pakistan, Saudi Arabia and Dubai. 

[T]he Alberta Lawyers Insurance Association (ALIA) has agreed to pay $9.2 million to BMO to settle the case on behalf of all 17 lawyers named in the suit."

April 28 2014 Update : Two Con candidates hoping to challenge Devinder Shory appear to have had their nomination papers quashed by Dimitri Soudas to protect Shory.

Two years after the election, Elections Canada is still waiting for campaign expenses compliance from Manitoba Con MPs James Bezan and law 'n order gal Shelly Glover regarding documents that put them over the top of their allowed amounts ... just like Perp with Perks veteran Peter Penashue in Labrador. Both Glover and Bezan have filed court applications to prevent their being barred from the House by EC's Marc Mayrand while Con Party lawyer Arthur Hamilton wrangles their cases.

ETA : Dear Mr. Hamilton : Clawing back campaign staffers' pay a year later in order to get Glover under the spending limit wire in what you refer to as "an honest mistake of fact" seems a bit mean. I also fail to see how having election campaign signs up in places where the traffic is poor disqualifies their existence as, you know, election campaign signs.

Belated addition of House Speaker Andrew Scheer, MP, for sitting on Mayrand's formal letter of May 24 advising him Bezan and Glover were in violation of election law and therefore ineligible to sit in the House. Scheer did not advise the House and the next day Glover filed a court challenge, followed by Bezan. 
We the public of course would not have known about any of this if the media had not dug into it - hats off to Kady and McMaher.

Very good post from Dr.Dawg on whether rule of law still exists if a sitting government can flout it without repercussion. Whether the court finds any mitigating factors in Bezan and Glover's applications or not and regardless of Scheer's eventual ruling, the Cons will claim it a victory and continue on as they like. 

Running out of perp parade room here and the month is yet young ... I'm going to have to start setting out benches at the back for the next batch to stand on.

While Steve is still going with the lone topgun chief of staff on the Duffy knoll with the chequebook story from his temporary hideout in South America, his perps at home are busy fucking that up for him. 

We were most relieved to hear from Senator Tkachuk that even though he was soliciting advice from the Prime Minister's Office on how to do his audit of Duffy, and Nigel Wright was calling him up wanting to know "When is this thing over with?", Senator Tkachuk assures us that "no one came to my room and told me what to do."

Well that's good to know but with Steve's former-press-secretary-now-Senator Carolyn Stewart Olsen spearheading the Duffy audit whitewash/rewrite in the steering committee for you, your own room was pretty well always safe, wasn't it? 

That whitewashed audit is now winging its way back to the same perps for further review and Steve's buddy, government leader in the senate Marjory LeBreton, has refused to open the hearings, complaining she lives in a town "populated by Liberal elitists and their lickspittle media” and is not getting enough credit for opening up the senate to Steve's scandal.

Harper's Parade of Perps with Perks - Part 3

Please welcome Nigel Wright, Steve's chief of staff on loan from Onex Corp and the latest member of Harper's Parade of Perps with Perks, for secretly cutting Mike Duffy a $90,000 personal cheque to paper over the senate investigation and Deloitte audit into Mike Duffy's creative housing expense claims and reports he billed the Senate for travel while campaigning for the Cons .

Duffy isn't co-operating with the investigations now he has the cash but that didn't stop House leader Peter Van Loan from praising him for his "leadership" in returning money that didn't belong to him. 
Duffy : 

"It's become a major distraction so my wife and I discussed it and we decided that in order to turn the page and put all this behind us, we are going to voluntarily pay back the living expenses related to the house we have in Ottawa"

Ah yes the Royal Bank loan and the PMO instruction to keep his little head down.
Unfortunately Duffy then blabbed around town about his secret cheque from Wright.

So which is it then? A bank loan or a personal cheque from Steve's chief of staff? 
Both? Given he purportedly has secured the bank loan to cover the senate repayment, what's the cash bonanza from Nigel Wright for exactly?

“The PM was not aware of the specifics,” Andrew MacDougall, Mr. Harper’s director of communications, has said of this transaction when asked.

I think that's called implausible deniability.

CIDA doles out corporate welfare to mining giants

In Oct 2010, Bill C-300, An Act respecting Corporate Accountability for the Activities of Mining, Oil or Gas in Developing Countries, went down to defeat 140 to 134 because 13 Liberals, 4 Bloc, and 4 NDP skipped the vote. The bill sought only to limit Canadian tax dollars being spent to subsidize mining abuses committed by Canadian-registered companies abroad and only if they agreed to it.


A couple of months later in January 2011, Bev Oda, Minister of 'Not Kairos' and International Cooperation, acknowledged that Canadian tax dollars were subsidizing mining companies' CSR (corporate social responsibility) projects through CIDA - half a million to Barrick Gold, another half million to Rio Tinto, etc etc up to a total of $50-million for the year.

Today's G&M : CIDA funds seen to be subsidizing mining firms

This marks the first time that CIDA and mining firms are jointly funding aid projects abroad ...         The mining industry is welcoming the new trend in Canada’s foreign-aid policy. 

“There is a policy shift under way, and it’s one we’re encouraged by,” said Pierre Gratton, the president of the Canadian Mining Association.

while World Vision Canada, a CIDA partner with Barrick Gold in Peru, put it this way  (italics mine):

 “Anything we can do to encourage and advocate for better mining practices, and support the communities that they are displacing or affecting, we’re contributing to a better lifestyle and environment for them.” 

Yes, sadly, communities will be displaced but at least our taxes will be there to help polish the image of their new corporate landlords . 


It's particularly galling that multinational mining giant Rio Tinto ($US15 billion-plus earnings in 2011) is receiving Canadian corporate welfare after locking  800 Canadian workers out on New Years Day in Quebec for protesting having their union jobs replaced by contract workers. Additionally, a court injunction only permits 20 workers to demonstrate at any one time and only at a distance of 150 metres from the front gate.


Back to the G&M :

Federal officials said the policy shift at CIDA is co-ordinated with efforts by International Trade and Natural Resources to encourage the growth of Canadian firms abroad

Sure it is.
A couple of days ago, Rio Tinto took majority control of Canada's Ivanhoe Mines which owns 66% of Mongolia's Oyu Tolgoi copper and gold mine, the rest being owned by the state of Mongolia. 
As it happens, Bev Oda was in Mongolia last August :

"looking to assist Mongolia to strengthen its democratic governance and economic growth"

 presumably with the help of China :

"In 2010, Rio Tinto said that it had held talks with its biggest shareholder, Chinalco, about the possibility of bringing in the Chinese state-owned company as a partner in Oyu Tolgoi"

Why are Canadian tax dollars subsidizing these massive multinational mining corps with corporate welfare again?

40 - 40 - 20 revisited

Con MP and anti-abortion crusader Brad Trost, who lists being a member of the cross-party Pro-Life Caucus as one of his duties as an MP on his website, addressed the Saskatchewan Pro-Life Association’s annual convention on Saturday and thanked its members for their help in killing off federal funding for Planned Parenthood.

“Let me just tell you, and I cannot tell you specifically how we used it, but those petitions were very, very useful and they were part of what we used to defund Planned Parenthood because it has been absolute disgrace that that organization and several others like it have been receiving one penny of Canadian taxpayers dollars."

Planned Parenthood has been waiting over a year to find out whether the Con's official program defunder, Bev Oda, would renew PP's decades old funding and now Trost has let the cat out of the bag.
Harper spokesy Dimitri Soudas hastily convened a 1am presser to distance Harper from Trost, blowing Trost off as a mere uninformed "backbencher", but as Cathie points out : Trost has been right before.
 
Soudas :

Asked repeatedly whether allowing access to abortion was part of the government’s funding criteria, Soudas replied: “No, it does not.”
He also repeated the Harper government’s often stated position that it would not re-open the debate on abortion."

Well of course with Harper seeking a majority, he doesn't want to reopen the debate but he doesn't need to, does he? Defunding it, with the repeated help of the Blue Dog Libs, is working just fine as an alternative.

A year ago the Libs tried to smoke out the Cons on contraception and abortion by introducing a Liberal motion in the House to include a broader range of family planning programs in a maternal health initiative for developing countries. It was defeated 144-138 when four Libs voted against it, two abstained, and 12 missed the vote altogether.

So it's a bit much that it's the Liberal party who broke the news about Trost's shenanigans at the annual Pro-Life bunfest, just because the Liberals having 25% 17% anti-abortion MPs is better than the Cons 69%  66%
Let's have another look at the 40 - 40 - 20 support for pro-choice in our current government.

while Sixth Estate has a 2009  list of suspected Pro-life Caucus members, based on their voting records and public statements. Suspected. Because membership in the Pro-Life Caucus is a government secret.

At least they're more upfront about it in the US, where bills to defund Planned Parenthood are currently pending in Wisconsin, New Hampshire, Minnesota, Indiana, North Carolina, and the District of Columbia.

Good news is :  that 40 - 40 - 20 is now updated to all-party totals of 48.5% Prochoice - 36% Antichoice - 16% Unknown,
with 17% of the Libs and 66% of Cons identifying as anti-choice.

Well that's better but 66% is still a horrific percentage for the governing party of Canada.

Joyce reminds the 36% of antichoicers from both parties is a 'conservative' estimate, and her research bears this out.
For instance, voting for some version of fetus rights doesn't automatically get an MP onto the chart because maybe the candidate is pro-choice but it was a whipped vote, or they are anti-choice personally but have stated they would not vote against reproductive rights.

Channeling JFK with "little cakes for you"

"John F. Kennedy said to the Americans: 'Don't ask what your country can do for you, but what you can do for your country,"' Bernier said.
"Now, today, I'm asking Canadians, 'Don't ask the Afghan government what it can do for us in Canada, but what we Canadians can do for the Afghan people."'

WTF? Canadians don't need to ask the Afghan government what it is doing for us in Canada. We already know what the Afghan government is doing for us in Canada.
Without Afghan PM Karzai's little reciprocal staged photo ops, there'd be no opportunity at all for Steve to play Commander Bunnypants Jr "on the world stage", as he likes to call it.

Bernier was upbeat : "The territory is more secure now today, here in Kandahar than it was a year ago."
The UN was not : "The security situation in Afghanistan is assessed by most analysts as having deteriorated at a constant rate through 2007," stated their August report, adding that their own assessment of a 25% increase in violent attacks to likely be a conservative one.

The egregious new International Development Minister Bev Oda was along for the ride, "handing out sweets to soldiers and posing beside military vehicles."
G&M : "Yesterday's tour by the Conservative cabinet ministers included at least 13 photo opportunities. During a trip to a forward base, Ms. Oda stood in front of a concrete building scarred by shrapnel from Taliban mortars and offered a box of chocolate treats to the soldiers.
"Thank you for your work," she said, "and little cakes for you."

I think I'm gonna be sick.
