From Ferguson and Gaza to the Toronto G-20

Combined Tactical Systems, Inc. (CSI), according to its website, manufactures and markets tactical munitions and crowd control devices to armed forces, law enforcement, corrections and homeland security agencies around the world.

This photo of its Jamestown, Pennsylvania headquarters raised a few eyebrows this week because :

1) as you can see in the photo, CSI was flying an Israeli flag alongside the US one up until January 2012 and, according to a former CSI plant employee in the first comment here, it is flown whenever the Israeli owner/founder is in town, and

2) CTS tear gas shell cartridges manufactured there were found a week apart in Gaza and Ferguson, Missouri - where protests and excessive police reaction fuelled by the half a billion dollars in military weapons given to local police forces erupted in response to the August 9 shooting death of unarmed black teenager Michael Brown by a local police officer.

Along with 9,500 other law enforcement officials who have attended Israeli-led LEEP training sessions in the US and Israel.

The Law Enforcement Exchange Program (LEEP) - created :
"in cooperation with the Israel National Police, the Israel Ministry of Internal Security, and the Israel Security Agency (Shin Bet) to support and strengthen American law enforcement counter terrorism practices"
 - was the brainchild of former FBI Assistant Director and Chief of Counter-Terrorism Steve Pomerantz, in his capacity as Director for Counter-Terrorism Programs for The Jewish Institute for National Security Affairs (JINSA).
JINSA was founded to "advocate on behalf of a strong U.S. military, a robust national security policy, and a strong U.S. security relationship with Israel" to "provide leadership and affect policy on crucial issues of national security and foreign policy."

Yeah, they pretty much have that part nailed down.
Former JINSA advisory board members include perennial neocon warmongers Dick Cheney, Richard Perle, John Bolton, Douglas Feith, James Woolsey, and Michael Ledeen.

Meanwhile, according to the U.S.-Israel Strategic Cooperation : Joint Police & Law Enforcement Training page at the Jewish Virtual Library detailing their joint history :
"In early September 2012, the New Police Department (NYPD) opened an Israeli branch at the Sharon District Police Headquarters" in Israel because "the Israeli police is one of the major police forces with which it must maintain close work relations and daily contact."
Really? The NYPD requires daily contact with Israeli police from a location inside Israel?

Naturally, there have also been Canadian security junkets to Israel. In 2005, on his first day as Ontario emergency management commissioner, Julian Fantino, Toronto Police Staff Supt. Bill Blair, and 30 more Ontario police officials left for Israel to "study security and anti-terrorism measures", courtesy of the Canadian Jewish Congress, the Ontario Association of Chiefs of Police, airline El Al and the Israeli government.

But back to Combined Tactical Systems (CSI). In addition to making the teargas cannisters used against populations in Gaza, Ferguson, Tahrir Square in Egypt, Bahrain, Occupy Wall Street, and Toronto's G-20 in 2010, they also run their own training sessions "combining product tools with knowledge and techniques."

In February 2010 - four months before the Toronto G20 - this highly respected and decorated officer was a Training Sergeant with the Toronto Police Public Order Unit working on :
  • Development & delivery of crowd management training to Toronto Police Service and police agencies across Canada.
  • ORT (Obstacle Removal Team) trained - Responsible for training Toronto Police members in extrication and removal of protestors from fixed objectives using various tools and equipment.
when he took the four-day CSI course on chemical munitions (hand-held and fired), distraction devices (flash bangs), and fired munitions, bean bags, wood batons, rubber batons, sting calls :
CHEMICAL MUNITIONS/ LESS LETHAL WEAPONS - INSTRUCTOR
Combined Tactical Systems, San Bernadino, CA / February 2010
Then read this account of Why there wasn't accountability for the police in Ferguson and see if it doesn't remind you of the same police set up used to defy accountability at G-20, involving the aforementioned Fantino and Blair.

Final note from Jewish Virtual Library :

In January 2011, Canada and Israel signed an umbrella pact for defense and military cooperation and bolstered that agreement in November 2011 amid the turmoil that had been set upon the Middle East and around the Arab World during the Arab Spring. Canadian Defense Minister Peter MacKay and Israeli Defense Minister Ehud Barak settled a number of memoranda of understanding to facilitate information and intelligence sharing as well as cooperative arrangements for the development and sale of military technologies.

From Ferguson and the occupation of Gaza to the Toronto G-20, war is a racket that always comes home .

Edited for clarity and typos.

China, Canada sign military co-operation initiative

If you aren't in the habit of reading the China People's Daily, you probably missed the news that Canada signed a military co-operation agreement with China this summer - because certainly our own media haven't seen fit to mention it.

When DefMin Airshow MacKay met his counterpart General Chang Wanquan in Beijing in June, CBC only reported on how MacKay "laid down clear markers" on "cyberattacks originating in China", comparing hacking to terrorism.

The People's Daily had a slightly different take on the same meeting :
China, Canada sign initiative on military co-operation.
"China and Canada signed an initiative on military cooperation as defense ministers of the two countries held talks in Beijing on Monday. The two sides held that China and Canada are important countries to the Asia-Pacific region and bear common responsibilities in safeguarding peace, stability and prosperity in the region."
... called the tarsands, they did not add.                Here's the DND version.

Meanwhile, the Canada-China FIPA investment agreement, which had been tabled last September, was still quietly moldering away in some mysterious Con legal netherworld while Steve approved the $15.1-billion takeover of Nexen by the Chinese state-owned oil company CNOOC.

Five days ago, China DefMin General Chang was in Ottawa signing the "People's Liberation Army military cooperation program and Canadian Initiative" according to Xinhua, and shaking hands with Canada's new DefMin Rob Nicholson, who swapped portfolios with MacKay in July.

Again from The People's Daily :
China, Canada vow to strengthen military cooperation
"Chang said military relations between China and Canada have maintained a sound momentum of development, as evidenced by frequent contacts between military leaders of the two sides, and their smooth and close coordination on global and regional issues.
Meanwhile, continuous progress has been made in bilateral military cooperation, such as in military training, international peace-keeping, defense education and mutual visits by warships, he said."
Three days previously, Chang signed a similar sounding deal with U.S. Secretary of Defense Chuck Hagel in Washington ... peace, stability, security, prosperity, yadda yadda yadda.
Chang said China had been invited to participate in next year's RIMPAC in Hawaii, "the world's largest international maritime warfare exercise", along with 22 other countries including the US, Canada, Russia, Australia, and Japan.

The day after Nicholson and Chang signed their symbolic war games agreement in Ottawa, MultiCultMin Jason Kenney and CitImmMin Chris Alexander announced $1.5-million in federal funds to build a memorial in Ottawa to the tens of millions of innocent victims of Communist regimes around the world :
Once completed, this memorial will teach future generations how millions lost their lives and suffered in inhumane conditions at the hands of Communist regimes,” said Minister Kenney. “It will also serve as a reminder to all Canadians that glorifying Communist symbols insults the memory of these victims, and that we must never take for granted our core values of freedom, democracy, human rights and the rule of law.
Ooodles of press gravy for the red meat base on this one.
I'm guessing the monument got a nice press kit and the military co-operation agreement did not.

Your second moment of irony - see the man to the left of Nicholson and Chang in the People's Daily photo op above ? That's former CSIS director Richard Fadden, who shocked people three years ago with his remarks about public officials and cabinet ministers in BC/Alberta being under the influence of China, however unwittingly.
This April, CBC reported that Fadden had been shuffled to Defence.

Here's part of that 2010 interview with Mansbridge :

.

Update : Laila Yuile was on this days ago! and included a fascinating speech from Ambassador Zhang Junsai at a luncheon in Calgary in May :
“Many people have even started to talk about North America’s potential of becoming the new Middle East.”
Thursday night update : Murray Brewster/CP breaks media silence:

China's defence minister meets with Tory ministers amid undisclosed stop
Notable from his story :
"Defence expert Rob Huebert said the government’s silence is puzzling and troubling.
Earlier in its tenure, the Harper government took a hard line on China’s human-rights record, Huebert said, and the Conservatives may be reluctant to be seen “cozying up” to Beijing for domestic political reasons, and at a time of heightened international tension.
Beijing has strong trade ties with the regime of Bashar al Assad

This government does have a history of secrecy regarding contentious trade and military agreements. There was the SPP with the US and the "homeland security" accord with Israel.

Back in Oct 2007, the Jerusalem Post announced : “Israel, Canada sign security accord”, a Canada-Israel agreement on “homeland security matters”.
Stockwell Day’s comm director first denied it, then said it was non-binding : “The minister didn’t sign anything” - but Israel’s Ministry of Public Security website said signing was imminent.
Five months later Day announced it from Tel Aviv : a Canada-Israel Declaration of Intent to cooperate on mutually agreed threats like border security, a Canada-Israel border pact.

Bravo Zulu, Cpl. Kate

Leopard tank driver Cpl. Kate MacEachern broke a world record last year walking over 500 kilometers from her post at CFB Gagetown in New Brunswick to her hometown of Antigonish, N.S. to raise $20,000 for injured veterans. In full battle dress with a 22 kilogram kit on her back, she did it on her annual holidays.
DefMin Airshow MacKay was so impressed he walked the last kilometer with her.
In June this year she asked for 20 extra days of unpaid leave in addition to her 25 days of holiday time to make a trek three times longer from Cape Breton to Ottawa to raise $100,000 for vets with post-traumatic stress disorder, which she suffered from herself after a serious spinal cord injury in a training exercise six years ago.

In a truly tone-deaf PR blunder, her request was refused on the grounds that two months was insufficient time to get permission from the deputy DND minister for the extra time off as well as DND funding she hadn't asked for.  So committed is Cpl. MacEachern to her personal mission, which she has called the Long Trek Home after the struggle vets go through after coming home, she has reluctantly quit her 25 year contract with the military after eight years - in what she has called a "gut-wrenching decision" - in order to be able to go ahead with her trek to Ottawa anyway.

I very much liked her sign, although she's not the first to use those words.
We all need inspiration to find the courage to speak up in our own shaky voices.
Thank you, Cpl. Kate, for yours.

Fakers

Fake F-35 mock up cockpit from Lockheed Martin for DefMin Peter Airshow MacKay to hold $47,000 presser in to announce purchase of 65 Lockheed Martin stealth fighters in 2010.
Tony Gazebo and Rona Ambrose attending.

Fake citizenship ceremony in which half of the participants were actually Citizenship and Immigration Canada staff passed off as new Canadians on Sun News Network

Fake lake, the $57,000 part of a $1.9 million display for the 2010 G8/20 summit, concerning which I asked some more questions earlier today.

Fake G8 border infrastructure slush fund that splashed $50M around Tony Gazebo's riding for gazebos and flower pots miles away from the border, and incidentally increased his vote margin win from 26 votes in 2006 to almost 11,000 in 2010.

Fake protesters made up of Conservative party interns and staff sent out by the PMO to heckle Justin Trudeau on the lawn of the House of Commons as he gave a presser announcing "new measures to increase transparency in the HoC."

Fake apology to First Nations

Fake election phone calls, live and automated, presumably originating from the Cons' CIMS data base, either being obnoxious while pretending to be from an opposing party or advising voters their polling station had moved or closed.

Fake Jobs Grant from the same people who thought it was a super idea to grant businesses a 15% wage reduction pass NOT to hire Canadians. This new idea, which doesn't exist yet despite a recent Hockey Night in Canada ad blitz at $95,000 a pop, would again subsidize business while rolling back $300M from the provinces should they agree to hell freezing over.

Fake Commander-in-Chief shtick while surveying Alberta flood damage,
and good lord, he's wearing fucking wings.
Unsurprisingly reminiscent of Bush photo op surveying Katrina.  Mr. Dress Up's spox explained it was "in tribute to the military".
See Boris : last paragraph.

Fake CIDA "not", crayoled in at Bev Oda's request above the signatures of CIDA dept heads, making it look as if they, not she, had gutted KAIROS' funding from CIDA. After initially fudging about it, eventually she fessed up.
Meanwhile over in Israel, Jason Kenney told the Israelis he'd done it for them, then retracted it when he got back to Canada.

Fake security at the G20. $1-billion and 19,000 police unable to prevent a few black bloc from rioting but as protests wind down on the last day, kettling without first giving the crowd a chance to disperse nets many shoppers, media, and people returning home from work in the largest police bust in Canadian history. Public Safety Min refuses to divulge origin of command for police state crowd control exercise.

Fake 'red menace' scare.
Steve, Airshow, MacKay, and PMO staffers make ridiculous remarks about bravely staring down Russian bombers in the Arctic. Meanwhile Canadian Forces are participating with those same Russian bombers in a Canada/US/Russia exercise in joint air traffic coordination in the Arctic.
aka Fake justification for purchase of 65 F-35s.

Fake "Protecting Children from Internet Predators Act", which made no mention at all of child pornography because up to an hour earlier this bid to require internet service providers to give police your name, unlisted phone #, and IP address without a warrant was called the Lawful Access Act.

Steve's fake outrage at Lib/NDP/Bloc coalition proposal - with separatists! and socialists! - following the 2011 election.
Following the 2004 election, Harper himself proposed a Con/NDP/Bloc 'cooperation' with those same separatists and socialists to unseat the minority Libs.
In 2000, a proposed coalition of the Bloc, Alliance, and PC parties sought to make Stockwell Day Prime Minister of Canada.

Fake 'grassroots' website Ethical Oil
Alykhan Velshi left a six figure job with Steve's gov to relaunch Ezra Levant's Ethical Oil  -"mooching off free Wi-Fi at coffeehouses and wearing flip-flops” - after which he returned to the PMO fold. Con Resource Bureau-connected webserver Go New Clear hosts Ethical Oil, Jason Kenney, Joe Oliver, Kathryn Marshall, etc.

Faked support for abolishing StatsCan long census.
MP Maxime Bernier claimed "thousands" of complaint emails per day during 2006 census, all unfortunately deleted, vs. the 22 recorded "expressions of concern" sent to StatsCan.
When Tony Gazebo falsely claimed StatsCan support for abolishing long census, StatsCan chief Munir Sheikh at left resigned in protest.

Fake smaller government
The Cons' 2012 budget proposed slashing 19,000 positions from the federal public service over five years, but added more than 34,000 between 2006 and 2012 - a 14% increase.                                                                                            Additionally, a 2011 CCPA study discovered a shadow public service: "Over the past five years, federal personnel outsourcing costs have risen 79% ... and remain above $1 billion a year."
Fake emergency preparedness
"It's really just posing," Alberta Fire Chiefs Assoc. Pres. said, singling out fed politicians like SafetyMin Vic Toews showing up to "help out" Alberta flood victims after Cons' 2012 budget slashed federal funding for the Joint Emergency Preparedness Program. "They can just stay in Ottawa. They got in the way."

Fake "cooperation" with Elections Canada, including stonewalling on EC reports of election fraud 3 days before election,  'reviewing' Poutine logs at Responsive Marketing Group before EC, cutting their budget, taking 3 months to not provide EC with witnesses, delaying promised election reforms, and in the words of Judge Richard Mosley : generally engaging in "trench warfare".

Dr. Dawg sees much of this as Conservative theatre.
I think they're just fakers always hoping not to get caught.

Feel free to add your own "faker" suggestions and links in comments - updating as they come in.

PRISM : Everyone is a foreigner somewhere

Image from Prism/US Overview PowerPoint slide

While DefMin Airshow MacKay prevaricates in the House about the extent to which Canada is complicit in the NSA 'foreigner' surveillance program PRISM outed by whistleblower Edward Snowden, former NSA and other foreign government officials are more forthcoming :

Guardian : NSA 'offers intelligence to British counterparts to skirt UK law'
The US National Security Agency circumvents UK law by offering, rather than being asked for, intelligence from global websites to their British counterparts, according to David Blunkett, who was home secretary at the time of the 9/11 attacks. British agents have to seek ministerial approval to request information from the US.
DutchNews : Dutch security service has received information via PRISM:  [h/t Min Reyes]
Dutch security service AIVD has also received information on email and social media traffic via US spy system PRISM, the Telegraaf reports on Tuesday.
If the AIVD lists an American address as suspicious, it is supplied all the information within five minutes.
Der Spiegel : Prism Exposed: Data Surveillance with Global Implications
Former NSA employees Thomas Drake and Bill Binney told SPIEGEL in March that the facility would soon store personal data on people from all over the world and keep it for decades. This includes emails, Skype conversations, Google searches, YouTube videos, Facebook posts, bank transfers -- electronic data of every kind.
The NSA's research projects aim to forecast, on the basis of telephone data and Twitter and Facebook posts, when uprisings, social protests and other events will occur.
Gus Hunt, the CIA's chief technology officer, made a forthright admission in March: "We fundamentally try to collect everything and hang onto it forever." What he meant by "everything," Hunt also made clear: "It is really very nearly within our grasp to be able to compute on all human-generated information," he said.
Seen on twitter : Prism is currently reported to be searching for Sara Connor.

The contract

Reuters, July 15, 2010 : "Contrary to Liberal myths, this was a competitive process. Canada participated in an extensive and rigorous competitive process where two bidders developed and competed prototype aircraft," said a spokesman for Defence Minister Peter MacKay."

Stephen Harper, HoC, Nov 3, 2010 "Mr. Speaker, once again, not only was there a competitive process to select this aircraft, but the previous government put money into the development of the aircraft for the Canadian military. That is the position.
We are going to need to replace the aircraft at the end of this decade, and the party opposite knows that. But instead, for the sake of getting the anti-military vote on the left, with the NDP and the Bloc, the Liberals are playing this game.
The mistake is theirs. It would be a mistake to rip up this contract for our men and women in uniform as well as the aerospace industry."

Peter MacKay, Minister of National Defence, HoC, Dec 13, 2010 : "Mr. Speaker, let us look at the actual contract. What the Canadian government has committed to is a $9 billion contract for the acquisition of 65 fifth generation aircraft. This includes not just the aircraft, but also includes the onboard systems, supporting infrastructure, initial spares, training simulators, contingency funds. This is a terrific investment for the Canadian Forces."

Toronto Sun, Jan 14, 2011 : "I don't understand how the Liberal MPs from this region could want to cancel the contract," said Harper. "It's incredible."

CTV, Jan 14, 2011 : "I do find it disappointing, I find it sad, that some in Parliament are backtracking on the F-35 and some are talking openly about cancelling the contract, should they get the chance," Harper said at the Heroux-Devtek plant in Dorval.

Stephen Harper, presser, Apr 8, 2011 “The contract we signed shelters us from any increase in those kinds of costs, so we’re very confident of our cost estimates.”

Quotes from back when there supposedly was an actual, you know, contract that followed from a competitive bidding process.

Coyne on the AG's report :  “In lieu of a formalized statement of operational requirement or a complete options analysis,” Public Works informed Defence it would go along with the sole-source dodge if it were provided a letter, “confirming National Defence’s requirement for a fifth generation fighter and confirming that the F-35 is the only such aircraft available.” Wait, it gets better: The letter was produced “the same day.” Still better: “There were no other supporting documents.” Still better: “It is important to note that the term ‘fifth generation’ is not a description of an operational requirement.”

RoboConfetti : WWMD?

Right now the Cons are "reviewing tapes of every call made by the Responsive Marketing Group call centre in Thunder Bay in the last election before Elections Canada investigators arrive next week," reports CBC, before adding the Cons deny it.

Presumably Steve would be in search of exactly where to place his own 18 minutes of tape hiss or RoboConfetti.

So after four decades of simply adding the suffix -gate onto the scandal du jour - from cleavagegate to gazebogate - Canada finally gets to watch Steve watergate the question : What Would Milhous Do?

On Tuesday Steve pledged to get to the bottom of the lone, single, solitary, isolated, rogue robocalling incident, but by yesterday - with thousands of voters reporting electoral fraud clear across the country - their new story is that it's all just a case of "Liberal and NDP sleaze", a giant RoboConspiracy!

AssMin of National Defence Julian Fantino, who is aghast his name cropped up in the Guelph burner phone logs search warrants at Item #39, is going with the "smear campaign" story, while in-and-out scandal alumnus and the Cons' campaign chair emeritus during the last election, Senator Doug Finley, nails the argument for Con Party innocence :
“This is the whole point : the central campaign does not know because they had absolutely no idea it was happening.”
Thank you, Senator Finley, for that moment of lucid RoboContemplation.

Speaking of in-and-out shenanigans, here's the new robocalling edition. Quebec Con candidate Bertin-Denis told Le Devoir and two radio stations yesterday that $15,000.01 was funneled into his riding and right back out again in the last election, ostensibly for local RMG poll research that he never saw.
Really? A Con candidate said that?
Oh wait, he has since mysteriously recanted that accusation - a RoboConcaving.

More RoboContenders. Last Friday, after being fingered by Sun TV for complicity in the Guelph robocall shenanigans, Con parliamentary staffer Michael Sona quit his job. Two days later DefMin Airshow MacKay announced "the party doesn't need to investigate any further" because :
"I think they've identified the individual that was involved in this," he said.
But I guess the God of the Rescue Helicopter Taxi Service wasn't listening because by Tuesday Mr. Sona was publicly protesting his innocence and expressing his hope the real guilty party would be caught.

In QP yesterday the Cons sent out Mr Creosote to accuse the Libs of sabotaging their own ridings by using a North Dakota automated calling firm :
“These calls were made on behalf of the Liberal party,” Del Mastro said.
“I see that they used this company quite a bit. It seems that they were robodialing quite a number of people on behalf of the Liberal party.”
Unfortunately for Mr Creosote, it was immediately pointed out he had confused the name of a US firm with the completely unrelated but identically named Canadian one used by the Libs, but no matter : Corporate Television Vehicle ran with it anyway.  RoboComplicity.

Still, you can see why the Cons instinctively turned to their the-Libs-do-it-too defence.
However clownish, it was a pre-emptive strike to protect their robodialing ReformAlliance/Mike Harris/Republican buddies at RMG, which worked on 97 individual Conservative candidate campaigns in the last election after a 2010 merger with Xentel under IMarketing Solutions Group :

Conservative call centre company has checkered legal history in U.S.
The company that handles the Conservative Party’s computerized voter-identification system and powerful fundraising machine has a checkered legal history in the United States, where it operates call centres that have repeatedly been the subject of lawsuits and complaints over its telemarketing practices.
Longtime key Conservative organizer Stewart Braddick is listed on RMG’s web site as director of the company’s Focused Direct Response program. Braddick is also listed as director, Focused Direct Response, for the American company Target Outreach Inc., which works for Republican campaigns.
The Cons think they are playing us for suckers. They think we're all rubes, that we won't get it, that we'll put up with their imported Rovian Republican tactics. So - are we rubes? Are we going to let them get away with it this time?

Last word on this goes to Nixon Watergate dirty trickster Donald Segretti, yesterday.
His assessment? : "Worse than Watergate."
“We never tried to do something that would, at the end of the day, take away the right of somebody to vote,” he said. “That goes beyond a prank. It’s just wrong, on many levels.”
Their dirty tricks campaign, Mr. Segretti claimed, was designed to disrupt the Democrats, not hoodwink voters."

Combined Defence Plan - So we're a "homeland" now?

Last night DefMin Peter Airshow MacKay announced a pending "Combined Defence Plan" between Canada and the US to "further integrate cross-border military co-operation" :
"This agreement provides a framework for the combined defence of Canada and the U.S. during peace, contingencies, and war," MacKay told the Permanent Joint Board on Defence, comprising senior military officers, government officials and diplomats from both nations.
"The plan describes the authorities and means by which the two governments would approve homeland military operations in the event of a mutually agreed threat, and how our two militaries would collaborate and share information."
So we're a homeland now? With homeland military operations?
Canada and the U.S. also will extend the Civil Assistance Plan, which allows for the deployment of troops and equipment from one country to the other in the event of a natural disaster or terrorist attack
In his speech, MacKay called for increased military involvement implementing the Beyond the Border strategy, saying the Canadian Forces and its American counterparts should be supporting civilian agencies monitoring the cross-border security.
Huh. So the increasing integration of Canadian and US economies under Steve and Barry's Beyond the Border deal requires military backup?
Gosh this is sounding more like Security and Prosperity Partnership leftovers reheated and served up again all the time.

Back in March 2008 when Dick Cheney and then Public Safety Minister Stockwell Day both happened to be in Israel, Doris announced from Tel Aviv a new Canada-Israel Declaration of Intent to cooperate on mutually agreed threats like border security, a Canada-Israel border pact. The deal had been leaked months before, when both Israel's Ministry of Public Security and the Israeli press referred to it as "cooperation on homeland security".

"Homeland security" is still not a phrase we normally associate with a sovereign Canada.

Meanwhile the Senate Committee on National Security and Defence has recommended the "Department of National Defence/Canadian Forces consider re-establishing a military presence on the campuses of educational institutions."
The executive director of the DND-funded Conference of Defence Associations, Alain "we have to write a number of op-eds to the press" Pellerin , says he believes the time is right to reinstate the Canadian Officers Training Corps program at universities :
"I think the military is very popular in the public eye," Pellerin said. "I think the universities wouldn't want to be out of step and say we don't want the COTC program."
You know, the one we haven't had since 1968.
