Kinder Morgan pipeline spill in Burnaby 2007

A 10-meter geyser of crude oil spewed from a broken Kinder Morgan pipeline in a Burnaby neighbourhood in July 2007. Eight homes were flooded and 92 were put on evacuation notice.

Part of the TransMountain Pipeline system, the broken pipeline was carrying crude oil from a pipeline terminal at the foot of Burnaby Mountain to a tanker-loading facility on Burrard Inlet. After four years in court, Kinder Morgan pled guilty.

Justin Trudeau's new Kinder Morgan pipeline will ship 900,000 barrels of dilbit a day from Alberta through the same neighbourhood to the supertankers waiting in Burrard Inlet.

We are currently waiting to see what piece of First Nations apparel Christy Clark will wear to her presser...
.

Thursday update : So what is that stuff spewing into the air? Not crude oil after all.
This industry report : A STUDY OF FATE AND BEHAVIOR OF DILUTED BITUMEN OILS ON MARINE WATERS  identifies it as Albion Heavy dilsynbit containing toluene, pentane, butane, benzene, hydrogen sulfide ....

Site C Dam : Leave the Peace in peace

"All over the world countries are tearing out old mega-dams because they are expensive and destructive. Yet in British Columbia the government is forging ahead with the Site C hydro dam even though there's no immediate need for the power and it means displacing farmers from their land, destroying First Nations territory and flooding agricultural land that could feed an estimated one million people."

"Since 2005, domestic demand for electricity in BC has been essentially flat. I think we're making a very big mistake, a very expensive one."
~ Harry Swain,  Chair of Joint Review Panel on Site C Dam.

Petition : PM Trudeau: Don't sign construction permits for the Site-C dam
'Site C is a disastrous plan to build a giant dam in the Peace River Valley of northeastern BC. It’s an $8.8 billion project that will flood 83 km of farmland, drown wildlife habitat, and trample indigenous rights — all to supply electricity for dirty tar sands extraction and fracking.
The most expensive, unnecessary public project in BC history, the Site C dam could also trigger a massive rate increase on BC hydro bills — between 30 – 40% within three years.
Farmers, environmentalists, First Nations, and the public are united against the project, and want this massive amount of money to go towards sustainable local energy instead. First Nations are fighting a legal battle to defend their Treaty rights to hunt, fish, and trap on the lands Site C will destroy.
Despite the overwhelming opposition, BC Premier Christy Clark is bulldozing through her plans to build Site C – a project that few want and nobody needs.
The federal government is caught in the middle.
PM Trudeau will have to pick a side within the coming weeks because Premier Clark needs federal permits to ramp up construction on the dam. She wants to build Site C past the point of no return, before the courts rule on the outstanding First Nations legal challenge.[5]
Under increasing pressure from Premier Clark, PM Trudeau could sign federal construction permits at any moment. If we all speak out, they’ll have the support they need to do the right thing: side with First Nations, environmentalists, and farmers and stop construction on Site C until the court has ruled on the legal challenge.

A Last Stand for Lelu

The B.C. provincial government is trying to green light the construction of a massive LNG terminal on Lelu Island in the Skeena Estuary – Pacific Northwest LNG, backed by Malaysian energy giant Petronas  –  without the consent of the people who rejected a $1.15 billion dollar deal from Petronas to gain that consent.

The undersigned First Nation leaders and citizens of the Nine Allied Tribes of Lax Kw’alaams hereby declare that Lelu Island, and Flora and Agnew Banks are hereby protected for all time, as a refuge for wild salmon and marine resources, and are to be held in trust for all future generations.
Our ancestral knowledge, supported by modern science, confirms this area is critical to the future abundance of the wild salmon our communities rely on. It is our right and our responsibility as First Nations to protect and defend this place. It is our right to use this area without interference to harvest salmon and marine resources for our sustenance, and commercially in support of our livelihoods.
We hereby extend an invitation to all First Nations, the governments of Canada and British Columbia, and all communities that depend on the health of Lelu Island, Flora and Agnew Banks and the Skeena River estuary, to join us in defending this unique and precious place, and to protect it for all time.
Signed, on this day January 23, 2016, in Prince Rupert, British Columbia, Canada.

Pay to Play in BC with Spectra

Six years ago the BC government decided not to bother doing its own environmental assessments any more because it was so much more efficient to hand that responsibility over to the industry-captured federal National Energy Board for rubber-stamping. That deal was called the Environmental Assessment Equivalency Agreement.

In January the BC Supreme Court ruled that the BC government did not have the authority to pass off its constitutional obligations onto the NEB and found this agreement "invalid" as it served as an end run around the province having to consult BC First Nations over major pipeline projects on their territories. Score one for Gitga'at First Nation.

Now this equivalency agreement can be cancelled by either the NEB or the BC Environmental Assessment Office at any time with 30 days notice but Christy Clark opted instead for another end run - passing an Order In Council last Thursday exempting five Peace region natural-gas projects from the provincial environmental assessments the Supreme Court says it must now carry out:
The Spectra South Peace pipeline, Spectra's Dawson gas plant, Spectra's Fort Nelson North plant, Nova Gas Transmission's Groundbirch pipeline, and Nova Gas Transmission's Horn River mainline extension.
As noted by Charlie Smith in the Georgia Straight : Christy Clark cabinet issues order-in-council to get around court ruling on environmental assessments
"Premier Christy Clark's former deputy chief of staff, Kim Haakstad, is Spectra Energy's manager of technical workforce strategy."
Ms Haakstad was forced to resign her position as Christy's chief of staff in March 2013 over the "Quick Win" ethnic vote election scandal but was back in May stumping for Christy in her bid to win a seat in her home riding of Vancouver-Point Grey - which she lost, making her a Premier without a riding until a safer seat could be found for her.
Haakstad made the jump to Spectra three months later in August 2013.

Over at RossK's killer reporting and banjo emporium, some of his commenters wondered if Spectra contributed to the $50,000 top up salary Christy receives from the BC Libs each year.
Dunno, guys, but Texas-based Spectra has been pretty good to the BC Libs :

From the BC gov press release :
"EAO has begun a process for the projects which are also impacted by the court decision but have not been approved or constructed. These projects include:
Approved Projects – not yet constructed
North Montney Mainline Pipeline Project; andEnbridge Northern Gateway Project.
Projects currently under review

Trans Mountain Expansion Project; andTowerbirch Expansion Project.
Following a process set out by EAO including consultation with Aboriginal groups, ministers will make environmental assessment decisions on these projects according to the act."
Extra homework : Why Do So Many BC Liberal Operatives End Up in Trouble?
Criminal charges, convictions, and more plague the party.

A National Prayer Breakfast for Israel, Pipelines, and Evangelicals

What an odd photo this is.

Chuck Strahl -
  •  former Aboriginal Affairs Minister and Chair of SIRC,
  • Enbridge lobbyist and Chair of the Manning Centre,
  • member of the Christian and Missionary Alliance along with Stephen Harper and Preston Manning
is seen here wearing a FN headdress and giving a speech at the first Annual National Aboriginal Prayer Breakfast in Ottawa on June 21 last year. You'll notice he's speaking in front of the flags of Israel, Canada, and the U.S. - but none that I can see for First Nations.

Seated is Prayer Breakfast founder and former Cree chief Kenny Blacksmith of Gathering Nations International, a ministry to "promote a charter of forgiveness between First Nations and the government, churches and people of Canada".  In 2010 Blacksmith organized the National Forgiven Summit for First Nations, Metis and Inuit people to come to Ottawa to accept Stephen Harper's 2008 apology for residential school abuses.
Harper's outreach to First Nations is looking a tad tattered recently in light of his determination to push his tarsands-to-tankers pipeline scheme through FN lands to the west coast whether they like it or not.

Blacksmith's 2006 Covenant of the First Peoples of Canada, which appears to have garnered more support among evangelicals than First Nations, has 12 signatory witnesses, of which one is anti-abortion crusader Faytene Kryskow Grasseschi who administered Blacksmith's National Forgiven Summit facebook page

Appearing on 100 Huntley Street, flagship of Christian broadcaster Crossroads International whose chairman accompanied Harper to Israel in January, Blacksmith explained why Article One of the Covenant proclaims to "bless Israel"
"We recognize the Jewish people as the first of all First Nations - they are a very tribal people and in fact you know I've always told our people that the Jewish people have a role in place to restore the integrity of the gospel of Christ back to our people."
Also speaking at last year's Breakfast was the co-host of The 700 Club Canada, and Christian Zionist Rev. James Goll from Tennessee, author of "Praying For Israel's Destiny : Effective Intercession for God's Purposes in the Middle East".

The breakfast was co-hosted by two anti-abortion crusaders, Con Senator Don Meredith - who received an honorary Doctor of Divinity from the a fore-mentioned 100 Huntley Street - and Enbridge pipeline booster Con MP James Lunney, who also accompanied Harper on his big trip to Israel in January, along with David Hearn, president of Strahl and Harper's church, the Christian and Missionary Alliance.

So - some peculiar links revealed in an odd photograph taken by Campaign Life Coalition  activist Paul Lauzon.

All of which is just by way of my introduction to Amy MacPherson's brilliant The Granddaddy of Government Scandals, a research project that began investigating the federal government links to the anti abortion lobby and grew and grew and grew ....

DILBIT : NEBBY's Fish 'n Chips!

Northwest Coast Energy News: DFO hands over fisheries protection along pipelines to the NEB.
"The Department of Fisheries and Oceans has handed responsibility for fish and fish habitat along pipeline routes over to the Alberta-based, energy friendly National Energy Board. The same agreement also gives the National Energy Board responsibility for dealing with First Nations fisheries if a pipeline or power line crosses their traditional territory.
As of December 16, 2013,  Enbridge no longer has to apply to DFO for permits to alter fish habitat along the Northern Gateway route."
From the NEB MOU :
"... the NEB application assessment process will be relied upon by DFO to the extent possible, to ensure Aboriginal groups are consulted as required, and where appropriate accommodated."
Yesterday the DFO issued a clarification :.
"Fisheries and Oceans Canada has established a collaborative agreement with the National Energy Board that will help eliminate overlap and duplication during regulatory reviews while maintaining a strong regime to manage threats to fish and fish habitat.
The National Energy Board is best placed to deliver regulatory review responsibilities under the Fisheries Act for activities relating to federally regulated energy infrastructure (such as pipelines)."
This is the same NEB that worked with the RCMP and CSIS to "monitor the risk posed by environmental groups and First Nations" prior to public hearings into Enbridge’s Northern Gateway pipeline project, which the NEB then dutifully approved in December :
"In the unlikely event of a large oil spill ... we found that the adverse effects would not be permanent and widespread."

No mention as yet of Nebby's Fish'nChips shops opening up along the proposed pipeline route.

Two tales of RCMP Excessive Response Teams

What was the point of this exactly?

Sending in snipers in camo with dogs to crawl through the grass towards a group of unarmed people blockading a road because they fear the wholly-owned Canadian subsidiary of a Houston, Texas exploration company is setting up to frack their land.

Oddly enough, Canadian law supports the rights of the foreign company to frack over those of the people attempting to protect their community from it.

Hence the blockade protest, ongoing since Sept 30 when Elsipogtog First Nation Chief Aaron Sock issued the company an eviction notice not recognized by our courts and government.

Yesterday, three days after the UN Special Rapporteur on the rights of indigenous peoples called conditions facing First Nations in Canada "a crisis" and the same day our PM also left the country, hundreds of RCMP moved in to enforce the rights of the fracking company.    40 people including the chief were arrested for refusing to abide by the court injunction to leave and the media was presumably pleased with their pictures of burning cop cars after the situation blew up.

In France, fracking has been banned since 2011 - despite legal challenges from corps - due to its potential for contamination of groundwater and causing earthquakes.
In BC, 85% of our 8,000 natural gas wells are fracked with another 40,000 on the way.

Elsipogtog Update : Eyewitness account at Halifax Media Co-op - excellent, important read.

Another Excessive Response Team story from rural BC.

Here's a guy from the RCMP Emergency Response Team with his M-16 exactly as he looked when he and three others set out to arrest war veteran and PTSD sufferer Greg Matters for assault in Sept 2012 after Matters and his brother got into a family fight the day before.

Matters was unarmed and surrendering to them when he was spooked by the ERT helicopter sent in from Kamloops full of more officers circling closely overhead and tried to run away. When a faulty taser failed to work on him, he was shot twice in the back with an M-16 and died.

The Independent Investigations Office which had cleared the officers of "having committed a criminal offence" in April stated Matters was shot "in the chest" but last week a forensic pathologist testified at the coroners inquest he was "shot twice in the back". He either was or was not wielding a hatchet at them according to officers' testimony.

The ECT also assaulted and arrested Matters' mother and had no warrant so the BC Civil Liberties Assoc. has lodged a complaint with the Commission for Public Complaints against the RCMP.

Prince George Citizen : RCMP jumped the gun: lawyer

How did anyone with an ounce of sense think a stressed out guy the police knew had PTSD from having been physically attacked by superiors in Bosnia would react to four guys dressed like this showing up on his property accompanied by a helicopter?

The Elsipogtog First Nation are in negotiations with the fracking company and local government officials; Greg Matters had a number of people he trusted to bring him in for questioning over what was a family dispute .
Yet somehow they both wound up dealing with RCMP escalating excessive response teams advancing on them through the grass with sniper rifles.

There's something very wrong with this picture.

Fakers

Fake F-35 mock up cockpit from Lockheed Martin for DefMin Peter Airshow MacKay to hold $47,000 presser in to announce purchase of 65 Lockheed Martin stealth fighters in 2010.
Tony Gazebo and Rona Ambrose attending.

Fake citizenship ceremony in which half of the participants were actually Citizenship and Immigration Canada staff passed off as new Canadians on Sun News Network

Fake lake, the $57,000 part of a $1.9 million display for the 2010 G8/20 summit, concerning which I asked some more questions earlier today.

Fake G8 border infrastructure slush fund that splashed $50M around Tony Gazebo's riding for gazebos and flower pots miles away from the border, and incidentally increased his vote margin win from 26 votes in 2006 to almost 11,000 in 2010.

Fake protesters made up of Conservative party interns and staff sent out by the PMO to heckle Justin Trudeau on the lawn of the House of Commons as he gave a presser announcing "new measures to increase transparency in the HoC."

Fake apology to First Nations

Fake election phone calls, live and automated, presumably originating from the Cons' CIMS data base, either being obnoxious while pretending to be from an opposing party or advising voters their polling station had moved or closed.

Fake Jobs Grant from the same people who thought it was a super idea to grant businesses a 15% wage reduction pass NOT to hire Canadians. This new idea, which doesn't exist yet despite a recent Hockey Night in Canada ad blitz at $95,000 a pop, would again subsidize business while rolling back $300M from the provinces should they agree to hell freezing over.

Fake Commander-in-Chief shtick while surveying Alberta flood damage,
and good lord, he's wearing fucking wings.
Unsurprisingly reminiscent of Bush photo op surveying Katrina.  Mr. Dress Up's spox explained it was "in tribute to the military".
See Boris : last paragraph.

Fake CIDA "not", crayoled in at Bev Oda's request above the signatures of CIDA dept heads, making it look as if they, not she, had gutted KAIROS' funding from CIDA. After initially fudging about it, eventually she fessed up.
Meanwhile over in Israel, Jason Kenney told the Israelis he'd done it for them, then retracted it when he got back to Canada.

Fake security at the G20. $1-billion and 19,000 police unable to prevent a few black bloc from rioting but as protests wind down on the last day, kettling without first giving the crowd a chance to disperse nets many shoppers, media, and people returning home from work in the largest police bust in Canadian history. Public Safety Min refuses to divulge origin of command for police state crowd control exercise.

Fake 'red menace' scare.
Steve, Airshow, MacKay, and PMO staffers make ridiculous remarks about bravely staring down Russian bombers in the Arctic. Meanwhile Canadian Forces are participating with those same Russian bombers in a Canada/US/Russia exercise in joint air traffic coordination in the Arctic.
aka Fake justification for purchase of 65 F-35s.

Fake "Protecting Children from Internet Predators Act", which made no mention at all of child pornography because up to an hour earlier this bid to require internet service providers to give police your name, unlisted phone #, and IP address without a warrant was called the Lawful Access Act.

Steve's fake outrage at Lib/NDP/Bloc coalition proposal - with separatists! and socialists! - following the 2011 election.
Following the 2004 election, Harper himself proposed a Con/NDP/Bloc 'cooperation' with those same separatists and socialists to unseat the minority Libs.
In 2000, a proposed coalition of the Bloc, Alliance, and PC parties sought to make Stockwell Day Prime Minister of Canada.

Fake 'grassroots' website Ethical Oil
Alykhan Velshi left a six figure job with Steve's gov to relaunch Ezra Levant's Ethical Oil  -"mooching off free Wi-Fi at coffeehouses and wearing flip-flops” - after which he returned to the PMO fold. Con Resource Bureau-connected webserver Go New Clear hosts Ethical Oil, Jason Kenney, Joe Oliver, Kathryn Marshall, etc.

Faked support for abolishing StatsCan long census.
MP Maxime Bernier claimed "thousands" of complaint emails per day during 2006 census, all unfortunately deleted, vs. the 22 recorded "expressions of concern" sent to StatsCan.
When Tony Gazebo falsely claimed StatsCan support for abolishing long census, StatsCan chief Munir Sheikh at left resigned in protest.

Fake smaller government
The Cons' 2012 budget proposed slashing 19,000 positions from the federal public service over five years, but added more than 34,000 between 2006 and 2012 - a 14% increase.                                                                                            Additionally, a 2011 CCPA study discovered a shadow public service: "Over the past five years, federal personnel outsourcing costs have risen 79% ... and remain above $1 billion a year."
Fake emergency preparedness
"It's really just posing," Alberta Fire Chiefs Assoc. Pres. said, singling out fed politicians like SafetyMin Vic Toews showing up to "help out" Alberta flood victims after Cons' 2012 budget slashed federal funding for the Joint Emergency Preparedness Program. "They can just stay in Ottawa. They got in the way."

Fake "cooperation" with Elections Canada, including stonewalling on EC reports of election fraud 3 days before election,  'reviewing' Poutine logs at Responsive Marketing Group before EC, cutting their budget, taking 3 months to not provide EC with witnesses, delaying promised election reforms, and in the words of Judge Richard Mosley : generally engaging in "trench warfare".

Dr. Dawg sees much of this as Conservative theatre.
I think they're just fakers always hoping not to get caught.

Feel free to add your own "faker" suggestions and links in comments - updating as they come in.

Enbridge vs the Great Bear Rainforest

Spoil. A beautiful and powerful documentary on the Great Bear Rainforest - extraordinarily footage from some of the world's best photographers hoping to show us what we have to lose if the Enbridge Gateway Project goes through.

For an idea of the combined PR force we're up against here, check out DeSmogBlog and Deep Climate's posts on how Ethical Oil Kathryn Marshall's hubby, previously Harper's Manager of Strategic Planning, is generously hosting Ethical Oil, Dame Ezra, Joe Oliver, Jason Kenney, Pierre Poilievre, Kevin Falcon, a half dozen Alberta Wild Rose candidates and one Sun News IP  on his  GoNewClear server based in Texas.

Attawapiskat vs gazebos

Steve very unhappy about Attawapiskat housing crisis and "missing" dough :
"This government has spent some $90 million since coming to office just on Attawapiskat," he told the Commons on Tuesday. "That's over $50,000 for every man, woman and child in the community."
Yeah, Steve, it must be their own fault they're living in tents and sheds without electricity or running water or indoor plumbing. Better punish them for embarrassing you. And how's that school coming along after 10 years? Ah - next year, is it?

But according to Aaron Wherry's breakdown of the figures, the housing budget is only $500 per person per year, which would not even cover upkeep on the existing homes never mind building any new ones in a community where shipping the materials in costs more than the materials themselves.

A lot of racist crap in comments under these articles - in particular repeating rubbish like the G&M's More than 80 on-reserve politicians paid more than PM! - a lie already deftly demolished here .

Instead try this excellent article from Patricia Pearson  and a really really must read from Ã¢pihtawikosisân.

CPCCA : Waving at anti-Semitism

Yesterday the Canadian Parliamentary Coalition to Combat Anti-Semitism released its Final Report -two years in the making - on what co-chair and former Lib MP Mario Silva referred to as the "wave of anti-Semitism we are witnessing in our nation". A 71% increase.

Yet a mere seven months earlier in December, here is the CPCCA's other co-chair, Con MP Scott Reid (at the 13:33 mark) :
Avi Lewis : "There's no wave of anti-Semitism in Canada?"

Scott Reid : "No, no, no, no, absolutely not. No, it's funny I've heard people who have criticized us saying that we think this but no there is absolutely no spike in the kinds of anti-Semitic incidents that I think appall us."
Yet there were both Reid and Silva yesterday - gravely intoning at their presser about the need for government to get involved because "Canada is witnessing an unprecedented increase in anti-Semitic incidents and hateful discourse".

What? Just since December?

Well no, because we're talking "the new anti-Semitism" here, or as Silva puts it : "demonizing Israel as an apartheid state."
Criticism of Israel is not anti-Semitic, the report explains, unless you refer to its [current right wing] government['s policies] by the word apartheid.
Especially Israel Apartheid Week.
Especially on campus, where the first Israeli Apartheid Week in the world was held in Toronto in 2005, a movement now gone global.

Reports on campus 'new anti-Semitism' and its lefty or clueless profs and administrators take up 21 pages of their 80 page report. And they have recommendations :
All university staff and students should be encouraged to document and report antisemitic incidents whenever they occur.

We recommend that professors be held accountable for academic rigour of their curricula.

We recommend that Federal Government and/or the Inquiry work with the provinces to help administrators develop suitable tools and structures to deal with this burgeoning problem in an effective and principled manner.
On law enforcement : The Inquiry Panel recommends that police forces across Canada send their officers to the "Tools for Tolerance" program at the Simon Wiesenthal Center in LA.
.
On funding NGOs to do monitoring :
We recommend the creation of a permanent, publicly accessible “ambassadorial” position under the auspices of the most appropriate Department (Foreign Affairs, Justice, Multiculturalism) to develop and implement policies, projects and research on combating antisemitism, including the provision of funds to NGOs to further these aims. This office should also monitor implementation of priority recommendations and ensure compliance and accountability.
What, like Israel's NGO Monitor perhaps, the group Kenney credited in his defunding of KAIROS?
Well, we're right off the thought-crime map now, aren't we?

But what about actual anti-Semitic hate crime? Via StatsCan : Police-reported hate crime in Canada, 2009 - but in my own words where not in quotes:
54% of all hate crime incidents reported in 2009 were : "mischief, (e.g. graffiti, vandalism to religious property)"

The second and third highest percentage in hate crimes was : "minor assaults (13%), in which little to no physical harm was caused to the victim, and uttering threats (10%)"
All the other hate crime categories were around 1 or 2%.
There were 283 hate crimes targeting Jews reported to police in 2009.
"In 2009, hate crime rates were generally highest among youth and young adults. For both victims and persons accused of police-reported hate crime in 2009, the rate peaked among those aged 12 to 17 years and generally decreased with increasing age."
Teenagers and hateful graffitti.

Meanwhile 100s of unnamed First Nations women have been kidnapped, beaten, and killed.
No special $½-million committee for them. No Canadian Parliamentary Coalition to Combat Aboriginal Death on the world stage for them.
Hell, the Sisters in Spirit aren't even allowed to use their own name anymore and what federal grant money they had to research those missing women has been rolled over into a general RCMP missing persons fund end of that story.

Speaking of funding ....
CPCCA presser June 2, 2009 : "We will voluntarily disclose all sources of funding."

Scott Reid on video yesterday at CBC :

"We had a number of donors who donated on condition of anonymity and uh the uh we passed a bylaw to ensure that no donations from groups such for example advocacy groups, from trade unions, from businesses would be accepted. These were all individual donations ."
I'll bet. And after all that, you still haven't come up with a reasonable definition of your new anti-Semitism.
"Tools for Tolerance" indeed.
.
Update : The definitive smackdown from Dr. Dawg
